反腐力度空前
12月20日，中央纪委监察部网站发布消息：公安部党委副书记、副部长李东生涉嫌严重违纪违法，目前正接受组织调查。
此前，十八届三中全会闭幕后不到半个月时间，四名高级干部——陈柏槐、郭有明、许杰、戴春宁相继落马。
党的十八大以来，中央纪委还立案调查了李春城、周镇宏、刘铁男、倪发科、郭永祥、王素毅、李达球、蒋洁敏、季建业、廖少华等大案要案。中国的反腐力度和成效前所未有。
一切都在履行一个承诺：不论什么人，不论其职务多高，只要触犯了党纪国法，都要受到严肃追究和严厉惩处。
在坚持打“老虎”的同时、打“苍蝇”也绝不手软。自中央“八项规定”颁布以来，纪检部门动作频频：从遏制“舌尖上的腐败”，治理“车轮上的腐败”，到惩治“月饼盒里的腐败”，再到严禁“贺卡上的腐败”。这表明了中央反“四风”工作“大处着眼小处着手”；反腐上，用“大小齐抓，不留死角”的工作做法，“既抱了西瓜，又捡了芝麻”。
据统计，今年前9个月，全国纪检监察机关初步核实处置反映问题线索12.9万件，同比增长13.5%；立案11.8万件，同比增长10.1%；结案10.2万件，同比增长12.6%；处分10.8万人，同比增长7.6%。
有案必查，有腐必惩，通过有效严肃的查处，纪检监察机关的反腐震慑力得以发挥，中央惩治腐败的决心得以彰显，腐败蔓延的势头得以遏制。
反腐手段升级
巡视工作迎来变革。党的十八大以后，中央进一步加强和改进巡视工作。2013年5月底开始，10个中央巡视组对内蒙古、江西、湖北、重庆、贵州、水利部、中国进出口银行、中国储备粮管理总公司、中国人民大学、中国出版集团开展巡视。10个被巡查单位有9个被查出有腐败问题。10月底，中央巡视组第二轮巡视工作正式启动，10个巡视组分别对山西、吉林、安徽、湖南、广东、云南、新华社、国土资源部、商务部、三峡集团开展巡视。
巡视工作的模式也在发生变化。比如，巡视组组长不再是“铁帽子”，而是一次一授权。再比如，巡视的地点、巡视的对象、巡视组的组长副组长，包括巡视办公地点、巡视最后的报告、巡视结果，都向社会公开，透明度的提高令社会效果明显。
以网络监督为代表的舆论监督得到强化，纪检部门案件的来源渠道在不断拓宽。今年4月19日，人民网、新华网、中国新闻网等国内主要网站同步推出网络举报监督专区，鼓励广大网民依法如实举报违纪违法行为。7月1日，国家信访局全面受理网上投诉，国家信访局局长舒晓琴强调，要认真办理网上信访诉求、意见和建议，做到“事事有着落、件件有回音”。9月2日，中央纪委监察部网站正式开通，“接受网络信访举报”是新网站的主功能之一。
据不完全统计，十八大后至2013年7月，产生一定影响的网络举报官员腐败案件约有30起，地域涉及北京、上海等多省份。
反腐机构调整
十八大以来，中央纪委监察部对内设机构进行了调整，将党风廉政建设室和纠正不正之风室合并为党风政风监督室，将执法监察室和绩效管理监察室合并为执法和效能监督室；新设立2个纪检监察室，减少了职能交叉，加强了监督和办案力量。
同时，对过去参与的领导小组、协调小组、联席会议等议事协调机构进行了调整，由原来的125个精简至39个，确保主要精力集中到党风廉政建设和反腐败工作上来。
在中央纪委监察部的示范带动下，截至10月底，已有21个省(区、市)和新疆生产建设兵团纪委初步完成内设机构调整。其中，17个省(区、市)纪委参照中央纪委做法，将党风室、纠风室合并为党风政风监督室；将执法室、效能室合并为执法和效能监督室；新设立1～2个纪检监察室。
各地纪委还精简了过去参与的领导小组、协调小组、联席会议等议事协调机构。截至10月底，15个省(区、市)纪委已完成调整工作。调整后，31个省(区、市)和新疆生产建设兵团纪委参与的议事协调机构平均减少了65.86%。
反腐倡廉：制度“笼子”编织提速
反对腐败、建设廉洁政治，是党一贯坚持的鲜明政治立场，是人民关注的重大政治问题。
十八大以来，中国共产党坚决查处一批大案要案，加强反腐败工作体制机制创新，不断推动党风廉政建设和反腐败斗争向纵深发展。重视的程度、认识的清醒、反思的勇气、调研的深入、高层的表率、工作的扎实、报道的公开、群众的参与、成效的明显，前所未有。
反腐败的要义，重在建立制度。十八大以来，中央高层部署反腐倡廉工作，“制度建设”被反复提及。
对于如何加强反腐制度建设、建设廉政体系，中央高层已有明确规划——继续全面加强惩治和预防腐败体系建设；健全权力运行制约和监督体系；加强反腐败国家立法，加强反腐倡廉党内法规制度建设；深化腐败问题多发领域和环节的改革。其制度设计指向，一在加强教育、培育文化，二在监督权力，三在立法立规，四在深化改革。
例如，在立法立规方面，8月，中央政治局会议审议通过了《建立健全惩治和预防腐败体系2013～2017年工作规划》，提出在坚决惩治腐败的同时更加科学有效地防治腐败；11月，《党政机关厉行节约反对浪费条例》发布实施，意在整肃党风政风，打牢反腐基础。
11月召开的十八届三中全会，进一步提出了一系列关于反腐体制变革的举措。内容从体制机制创新和制度保障到权力制约协调机制，从反腐倡廉法规制度体系到改进作风的常态化制度，从主要领导干部行使权力的制约和监督到党风廉政建设责任制，再到领导干部住房、办公用房、公务用车的专项清理。
尤其值得关注的是，三中全会提到进一步强化纪检双重领导体制、强化上级纪委的领导，强化中央纪委派驻和巡视监督等内容，表明反腐工作不仅将逐步向纵深推进，并将从制度层面不断收紧。
当前，不少地方纪委发现或查办重大案件时，必须向同级党委主要领导报告，得到首肯后才能初核或查处，给压案不报和瞒案不查提供了机会。因此，三中全会提出，要强化上级纪委对下级纪委的领导。具体而言，要从“事”和“人”两方面着力。
“事权”方面，如果案件线索处置和查办必须同时向上级纪委报告，那么就对同级党委主要领导形成制约，这样就有利于更深入地开展反腐败斗争，打击腐败犯罪。
“人事权”方面，各地纪委书记、副书记是一级纪委的主要领导，承担着一个单位纪律检查工作的主要领导责任。三中全会提出的提名和考察方式，有利于纪委书记、副书记更好行使党内监督权。
上述众多举措已清晰表明，中央对反腐败工作既有决心，也重操作，将通过不断改革体制、完善制度，最终形成不敢腐的惩戒机制、不能腐的防范机制、不易腐的保障机制。
必须清醒地认识到，反腐败是一项繁复的系统工程，不能幻想“毕其功于一役”。随着反腐败工作向深处进军，其难度也会越来越大。唯有通过出台和完善相关制度，方能真正把权力关进制度的笼子里。(记者 陈泽伟)
