北京市教育考试院今年11月份公布的名单显示，2014年58所高校可在京招收艺术特长生，其中北京工业大学、首都师范大学、北京工商大学、北京物资学院和北京联合大学五所市属高校只限在京招收艺术特长生，其他53所高校可在全国招收艺术特长生。但该政策发布不久后，又传出五所市属高校明年停招艺术特长生的消息。
昨天记者从这5所学校的招生办证实，明年五高校确实不再招收艺术特长生，北京市教委高教处也证实，明年北京市属高校全部不招收艺术特长生。据了解，艺术特长生招生项目一般包括音乐类、舞蹈类、戏剧类、书法类等，根据以往经验，不同高校对文化课成绩要求和艺术特长项目及测试级别要求也有所不同。
据悉，每年这五所市属高校通过艺术特长生各自招收人数在三四十人之间。虽然各个学校的录取政策不一样，但大体上，只要考生过了本科批次分数线，学校就会录取，而这几所市属高校的提档线都要比本科各批次分数线高出少则10分、20分，多则30分、40分。
据一位市属高校招办工作人员透露，教育部今年下半年在一些省市调研时发现，包括艺术特长生在内的高校自主招生存在对特长生考查不严、考试不透明、降分随意等问题。另一方面，此次市属高校停招艺术特长生也与今后教育改革的趋势有关。

据某市属高校招办负责人透露，其实北京五所市属高校不属于教育部审批的具有在全国招收艺术特长生的高校，目前教育部审批的可在全国招收艺术特长生的高校是53所，包括京内的北大、清华等部属高校和30多所京外高校。北京市这五所市属高校是北京市为了促进高校素质教育，特批可在北京市范围内招收艺术特长生。
另一位市属高校招办工作人员表示，高校都设有各种大学生艺术团，曾代表过北京市参加各种比赛，高校需要一些这样的人才。此次停招艺术特长生后，学校只能在今后招收进来的学生中发现有艺术特长的学生，并在管理政策上给予他们倾斜。
“自主招生”政策于2003年启动，指部分高校在统一高考的基础上，拿出一定比例的招生名额，通过高校自主选拔考试，选拔出具有一定学科特长和创新潜质的优秀毕业生。
艺术特长生也往往被放在广义的“自主招生”范畴之内。
