到2017年燃煤总量减半
常卫介绍，怀柔区近年来累计整合、改造燃煤锅炉301台。目前，全区燃煤总量约为54万吨，计划到2017年削减50%。
2015年年底前，计划完成主城区煤改气，2016年底前基本完成规模以上工业企业燃煤设施清洁能源改造，城区商业、经营服务业燃煤全部改用电力、天然气等清洁能源。
怀柔区交通局局长宋长华介绍，目前怀柔城区内的861、862环城和往返京城的916路公交车已全部“油改气”。
今年，怀柔已替换清洁能源公交车197辆，发展清洁能源出租车100辆，明年预计还要新增150辆。
选项目“环保一票否决”
