又一次警报响起
12月18日晚7点半，值班人老孔正在拎起暖瓶准备给自己倒一杯热水。这时，桌上的无线报警器响了。嘀嘀嘀……

他顾不上那些家长，因为他们留下的弃婴，将在随后的一两个小时内成为值班人和福利院忙碌的重心。有很多孩子在被遗弃前都是刚刚经过抢救，生命气息本就微弱，入冬时节的寒冷又对他们形成了威胁。从被遗弃到由福利机构接收，为了避免弃婴在这段时间受到二次伤害，石家庄市社会福利院2011年在门外建起了一个弃婴接收站，以及相应的一套安置、警报系统。弃婴家人推开门进入这个收容站后，系统延时发出警报，触响了值班室里面的报警器，值班人才能第一时间接手弃婴，从而进入将其收入社会福利机构的流程。
作为值班室的看门人，及时听取警报并接受弃婴，成了远比看大门更重要的一项工作。老孔曾经一夜之间经手处理过四名弃婴，几乎都合不上眼，满耳充斥着警报声和孩子的啼哭声。随弃婴放置的，有不少都附上一张纸条，上面写些“没有能力救治，请求给予帮助”的内容。没人留下更多东西，比如联系方式。
此刻，老孔快步走出值班室，推开了福利院大门外几步之遥、一个叫做“婴儿安全岛”的小屋舍的门。此时那辆汽车已驶入了福利院旁边的“福利巷”，即将拐上东侧的“时光街”而后远去，他们身后，被留在“安全岛”里的那个婴孩，被遗弃的时光也从此开始。
“岛”上提供的安全

老孔把这个包裹在小被子中的婴儿从床上抱起来，一掂量，就是“两三斤”的分量。“像是个早产儿啊。”他说。随后他又发现，这个女婴的手背上、头上都有针眼，看样子是在医院接受过抢救治疗。他赶忙把孩子抱进了值班室，然后首先给桥西区的西里派出所打电话报警——接收弃婴的流程，首先要由公安机关出具弃婴的身份证明，再给福利院的“儿童楼”致电，请他们派专业护理员来照看婴儿。

最让他揪心的是：这个已经三岁大的孩子嘴上不会说，但心里应该什么都明白。
小杨对这些弃婴的父母表示不满，但老孔反而劝他说：还没做父母你不明白，但凡有办法，谁愿意扔了自己亲生骨肉呢。一番手续办妥后，两斤重的女婴被护理员抱回儿童楼去了。石家庄市社会福利院设有孤残护理中心、康复中心，具备医疗条件，除重症患儿外都在院内收治。
至此，这个瘦小的女婴有了一个新的居所，成了这座福利院中300余名孩子中的一员。
“鼓励”弃婴行为？
但关于门外这个“安全岛”的讨论还在继续。
一般来说，遗弃行为都发生在半夜或凌晨，尽可能避免被人发现。而此次警报在傍晚就响了，“估计是，关于‘安全岛’的报道一出去，好多人来扔孩子时胆儿也大点了。”有人这样说。
2011年6月，这个“安全岛”落成投入使用，成了国内首个弃婴接收救助设施。但一种质疑声音始终盘旋在这个小小的屋舍之上：设立弃婴投放站，是不是等于变相持默许态度、在客观上鼓励了遗弃的行为？
石家庄市社会福利院院长韩金红在两年半前引入“安全岛”，她有自己的考虑。“以往多年工作中，我们发现由于没有专门的弃婴放置场所，弃婴经常被遗弃在外面，幼小的生命受到恶劣环境及动物侵袭的影响，导致得不到救助而死亡。”韩金红说，“既然弃婴现象不可避免，那么及时施以救助就是我们的责任。”
福利院业务科的工作人员范利志也一直认同院长的理念：我们改变不了社会的弃婴行为，但是我们可以改变婴儿被遗弃的后果。“有人说这是‘鼓励’弃婴，我认为这是不存在的，”范利志说，“父母遗弃孩子总会因为种种难以克服的现实原因，不会因为有了个‘安全岛’，这部分人就有所增加。”
福利院提供的数据也支持了这一说法：设立弃婴岛的第一年，石家庄福利院所有途径共接收婴儿75个，低于2010年同时段的83个和2009年同时段的105个。
截至2013年11月底，工作人员一共从这个“婴儿安全岛”里抱出了181个弃婴。“据我们统计，以往遗弃在院门口及附近的婴儿入院后，存活下来的约为三分之一。而弃婴进入安全岛后，死亡率明显降低。”韩金红说，“经入院体检发现，弃婴外伤、发高烧以及患肺炎的数量锐减。这说明婴儿安全岛发挥了积极作用。”
在来到福利院工作的第一年(2010)，范利志在院门外清理杂草时曾被一个纸箱一绊，低头看时，发现了里面一名已经夭亡的男婴；就在几个月后，“婴儿安全岛”建成投入使用。而那次见到死婴，也成了范利志人生里唯一一次面对面见证死亡。此后再没有过。
弃婴者的“猫鼠游戏”
在更多人的见闻经验中，弃婴者也并没有“受到鼓励”。相反，这些父母和家人在遗弃婴儿的过程中无不战战兢兢、如履薄冰，在“暗处”被迫和人们玩着“猫鼠游戏”。
“他们一方面知道自己违法，一方面又心里有愧，所以从来都不敢见人的。”老孔说。虽然国家民政部不仅对“婴儿安全岛”予以支持，而且还正在将该院的经验推广至全国各地，但家长们还是生怕被人看到自己的违法行为——《刑法》规定，家属负有抚养义务而拒绝抚养的行为，将承担法律责任。
更多地见证弃婴者窘态的，是负责附近两条街的环卫工人。54岁的郑玉田和51岁的刘金荣负责福利巷和福凯路的清扫工作已一年多了，其间他们曾多次在这两条街上见到家人遗弃孩子。就在最近的14日和15日，他们就先后见到过两起遗弃行为。“提包”和“纸箱子”，在他们眼里都成了敏感词。
“这些人知道该把孩子放在福利院附近，好让人看到后抱进去，但又不敢靠近放到那个安全岛里，生怕那里有人准备着逮他们。”刘金荣说。于是，这种矛盾的心态首先落在了两位环卫工人身上：家长们普遍选择凌晨4点左右来遗弃孩子，而这时也正是环卫工人开始上班工作的时间。
9月份的一天凌晨4点40分左右，刘金荣扫地时发现，空旷的街道上来了一个男人，若即若离地在她附近转悠。“我往东边扫边走，他也跟着我往东来；等我再扫回西边，他又退回去。”刘金荣心里有点打鼓，还嘱咐郑玉田把电动车推进他们的宿舍里，防着对方偷窃。郑玉田后来大着胆子喊一声：“干什么的！”结果那男人放下个手提包撒腿就跑。两人上去一看，提包里放着一个孩子、一袋奶粉和20元钱。
“他们就是想借我们的手把孩子送进福利院，但又怕被我们见到认出来。”郑玉田说。这一年多以来，两名环卫工人成了“拾遗者”，每次都是他们首先打110报警。“有的孩子真挺漂亮。要不是及时发现就得冻死。”他们说。
同样被遗弃者弄得哭笑不得的还有老孔。他时常看到陌生人白天在福利院门口转悠“踩点儿”，当天晚上则一定有弃婴警报响，这都被他总结成规律了。还有一天早7点，老孔即将准备下晚班，就是出门打早饭的几分钟工夫，回来后发现“安全岛”里就被放进了孩子——两个！一个放在小床上，另一个干脆在地板上。“我都不知道他们在哪儿盯着我，看我一离开就赶紧进来把孩子扔下。”老孔说。
石家庄社会福利院在设立“婴儿安全岛”之初曾考虑过安装监控摄像头，但为了消除遗弃者对承担法律责任和道德谴责的顾虑，最终否决了这个方案，而且采用延时报警器，一切都为了弃婴能被安全妥当地接收。不过对于遗弃者们忌惮的心态，福利院工作人员们表示，这的确是目前无法解决的矛盾。
“安全”之后何处去？
12月18日下午3点，石家庄社会福利院来了一名访客。一名来自北京顺义的李女士计划前来领养一名孩子，作为个体户从事电子商务的她，目前有精力和财力来弥补自己没有孩子的遗憾。对于为什么不在北京就近向福利院寻求帮助，李女士的回答是“在北京排不上队”。

中国公益研究院常务副院长高华俊表示：不管福利院的条件有多优越，家庭，始终是孤残儿童的最好归宿。但健康的孩子首先被“挑”走，剩下的残障儿童怎么办？
月初，民政部副部长窦玉沛表示，在对困境儿童实行分类救助保护制度的基础上，民政部将积极争取将事实上无人照顾的儿童纳入国家保障范围，同时积极探索推进儿童保护制度。“民政部将探索适度普惠型儿童福利制度试点，将现有的家庭保护、学校保护、司法保护、社会保护等各方面政策法规进行整合，形成横向到边、纵向到底的儿童保护网络。”
值班室里，老孔合上报纸，提出了自己更具体的想法：国家何不对患有先天性疾患或残障儿童的家庭予以补贴，让他们有财力能够治疗、养活自己的孩子？这样一来是不是多少避免了遗弃行为？孩子还是留在家里好啊。
这个有些忙乱的晚上的最后，他开始归置东西：报警器、手电、钥匙，还有一个已经冰冷的、供弃婴们在值班室的这段间隙里噙着，以给予他们短暂慰藉的小奶瓶。他但愿今夜这些东西不要再被用到。
