长三角地区是中国制造业最集中的地区。以江苏为例，江苏13市在今年冬日都遭遇了不同程度的“霾伏”，与之对比看江苏的经济数据——江苏的火力发电和水泥产量全国第一，江苏的钢铁产量全国第二，这三个产业在生产过程中都要消耗大量的煤炭。
俞燕山说，“中国(能源结构)和世界能源结构比较，68%都是煤炭消耗，而世界的(煤炭消耗)平均水平是29%，目前大约是27%”。
为改变这一经济发展快而伴随的大气污染问题，俞燕山提出，要减少煤炭消耗，提高天然气的消耗比例。(完)
