　　南都讯 记者薛冰妮 开全省会议时省长讲话不超过1个小时，副省长讲话不超过半个小时。会议期间，一律不安排宴请，不得组织与会人员旅游……昨日，广东省政府官网发布了新修订的《省政府系统召开全省性会议审批办法》(以下简称《办法》)。

　　部门开会不得要求地市负责人参加

　　此前《省政府系统召开全省性会议审批办法》是1999年制定实施，距今已经14年。在现实生活中，多以出席的领导官衔大小、是否讲话、讲话时间长短来看上级对工作的重视程度。相比此前，《办法》新增了要求以省政府名义召开的会议原则上由分管副省长出席并讲话。特别重要的请省长出席并讲话。省长一律不出席以部门名义召开的会议；分管副省长原则上不出席以部门名义召开的会议。

　　此外，一些部门开会喜欢要求各地市负责同事参会。《办法》要求，以部门名义召开的会议只安排本系统或相关系统负责同志参会，不得要求各地级以上市、各县(市、区)政府负责同志参会。

　　住宿用房以标间为主

　　相比此前的规定，《办法》对节约办会提出了更多的要求：会议地点优先考虑价格低于会议费用综合定额的单位内部宾馆、招待所和会议室，或到定点饭店召开会议；不得到风景名胜区召开会议。会场一律不制作会议背景板，主席台、发言席和会场不摆放鲜花。会议住宿用房以标准间为主，用餐安排自助餐或工作餐。

　　《办法》还要求，会议期间，一律不安排宴请，不得组织与会人员旅游以及与会议无关的参观活动，不得以任何形式发放礼品、纪念品和土特产。

　　专家点评

　　电视电话会议落实起来不易

　　“其实大家都在苦于应付会议，精简会议可节约成本，更重要的是以信息化手段减少会议。”昨日，中山大学行政法研究所所长刘恒表示，新规提出了全省性会议原则上采用电视电话会议或视频会议形式等要求，这一要求实际上落实起来比较不容易。

　　今年7月，省审计厅发布的审计报告指出，视频电视电话会议推广力度不足。有4个部门单位购置了视频资产但全年仅召开电视电话会议14个，占4个部门单位总会议数的4.4%。刘恒认为用视频等方式开会是未来的潮流，政府提出这些要求也是回应了信息网络时代的要求。对于政府来说要改变传统的政令传达开会方式仍须时日。其实政令的传达可以通过内网或者外网的公开，以书面传达为准。

　　此外对于省长、副省长讲话时间长短的要求。刘恒认为，实际上一个小时或者半个小时的讲话信息量已经很大了，制定标准也是给不同层级干部的示范。

　　会议总量

　　以省政府名义召开的会议，每年不超过24个；以部门名义召开的会议，每年不超过1个。

　　会议形式

　　2014年全省性会议实现

　　1/3以上采用电视电话会议或视频会议形式召开；

　　比例逐年提升至50%。

　　会议会期

　　此前全省性会议会期不超过3天，新规规定不得超过2天；以部门名义召开的不超过1天。

　　讲话时长

　　在全省性会议上，省长讲话不超过1小时，副省长讲话不超过半个小时；大会发言人数不超过5人，每人发言时间不超过10分钟。

　　与会人数

　　以省政府名义召开的会议人数不超过300人；以部门名义召开的不超过200人。
