《办法》提出，以省政府名义召开的会议原则上由分管副省长出席并讲话，副秘书长主持会议；特别重要的请省长出席并讲话，分管副省长主持会议。省长一律不出席以部门名义召开的会议；分管副省长原则上不出席以部门名义召开的会议。
在出席人数方面，《办法》明确，以省政府名义召开的会议人数不超过300人，以部门名义召开的不超过200人；严格控制电视电话会议和视频会议参会范围。
数量

《办法》提出，以省政府名义召开的会议实行总量控制，每年不超过24个；以部门名义召开的会议各部门每年不超过1个。省政府已经发文部署的工作，一律不再以省政府名义召开全省性会议进行部署。同一部门召开的若干会议或虽不同部门但内容相关联的会议，应予合并或套开；凡可由部门或部门联合召开的会议，不以省政府名义召开。

《办法》同时提出，以省政府名义召开的全省性会议会期不超过2天，以部门名义召开的不超过1天。在全省性会议上省长讲话不超过1小时，副省长讲话不超过半个小时；大会发言人数不超过5人，每人发言时间不超过10分钟。电视电话会议或视频会议一般不超过1个半小时。以省政府名义召开的会议不安排以部门名义进行的表彰、颁奖活动。
除电视电话会议或视频会议外的全省性会议原则上开至各地级以上市、顺德区，特殊情况需开至各县(市、区)须报省长审批同意。
