  南方农村报讯(记者 米中威) 日前,佛山市顺德区陈村镇潭洲村村委会主任区汝江,以顺德区陈村镇人大代表、潭洲村村委会主任的身份,向有关部门实名举报陈村镇土地储备发展中心(下文称土地储备中心)拖欠潭村股份合作社地租近三年,总金额超过1000万元。此前,2013年7月29日,潭村股份合作社授权委托律师所向陈村镇土地储备发展中心发送了一封律师函,要求其尽快协商处理欠款事宜。对此,陈村镇土地储备发展中心回应,之所以不支付租金,是因为潭村没有向其交付所租土地,也没有配合其进行土地征收工作。


  村民被欠千万租金


  2010年4月,土地储备中心与潭洲村潭村股份合作社签订协议,以1.2万元/亩/年的价格,租赁潭洲村潭村股份合作社华阳路西侧389.5亩土地,年租金467.4万元。区汝江说:"合同签订后,土地储备中心给了8个月的租金,但是从2010年11月之后就再也没给过,到现在已经欠了1364万了。"潭村股份合作社共有4491股,据此计算,每股因此损失了3037元的收入。现在已经到年底,村里要分红,土地租出去了却拿不到租金,村民意见很大。

  "这是我们支持潭村的一个方案,所以当时股东代表大会进行征地表决时,也一同表决通过了租地方案。"林副局长说,"征地款已经补偿到位,4月份租地以后,那一年的8个月的租金也给到了村里。"今年12月20日,林副局长告诉南方农村报记者,征地补偿款、留用地收购款、土地租金补偿款、青苗和附着物补偿款以及集体经济补助款,这些费用加起来,政府前后共支付该村3.2亿多元。同时,华阳路建设项目需要征地177.9亩,征地款总计6000多万。区汝江承认,村集体共收到征地补偿款3.58亿元。


  仅成功征地177.9亩
