不过，在广东博厚律师事务所律师詹礼愿看来，无论受损租户起诉政府还是业主，胜诉的几率都较低。由于烂尾楼并没有合法物权主体，租户签订的租赁合同缺乏法律效力；另外租户在烂尾大楼内存放货物，本身就要承担一定责任。
另悉，昨晚是冬至前夜，越秀区为因火灾未能归家的居民在诗书路麒胜酒家安排了冬至晚饭。据官方统计，截至20日18时，仍有118户339人安置在光塔街区域内的10间酒店，其中包括在火灾中房屋受损户17户46人，目前受损民房仍在抢修中。
