“村两委”即村党支部和村民自治委员会的简称，习惯上前者称村支部、后者称村委会。统计显示，2013年1-11月，广州市纪检监察机关共立案592件614人，其中1/4为村干部违纪违法案件。村干部违纪违法现象主要集中在“两委”班子建设和农村三资管理方面，如低价出租物业、出租土地。
广州市纪委发言人梅河清表示，该意见出台对全市1142个村共2014名主要村干部要求更为严格，针对性更强，从对象、审批到证照管理、处罚规定都比较具体。此前对村干部出国(境)管理较随意，一些村干部违法违纪后心存侥幸，一有风吹草动就外逃。
该意见要求，将村“两委”班子主要成员纳入公安机关出国(境)等级备案范围统一管理；实行请假审批制度，包括填写《出国(境)人员请假审批表》；实行村“两委”班子主要成员出国(境)证照统一保管制度，对因公因私出国(境)证照进行区分管理，明确管理部门和工作职责；明确违反出国(境)管理规定行为的处罚；组织人事部门和纪检监察部门负有监督管理职责。
目前，市纪委正在对村“两委”进行摸底排查，《意见》执行将有一段过渡期。(完)
