　　兰州市环保局局长闫子江在为此特别召开的新闻发布会上说，这是2001年有监测记录以来兰州优良天数最多、综合质量指数最低的一年。

　　据当地疾控部门提供的数据，今年11月份，兰州市医疗机构就诊呼吸系统疾病病例同比减少了24.5%。

　　这一切得益于巨额的资金支持和强有力的治污措施。

　　据闫子江介绍，2013年国家财政部、环保部下拨中央环保专项资金2.3亿元，兰州市政府投入4亿元，加上省政府1.1亿元燃煤锅炉治理专项资金和吸引的社会资金18.9亿元，兰州在空气污染治理方面投入的资金超过26亿元。

　　在能源结构转型方面，经过两年的改造，原煤散烧供热锅炉退出兰州主城区，仅此一项，减少原煤散烧140万吨，减少各类大气污染物排放2.34万吨。供暖季以来，二氧化硫、二氧化氮日均浓度较去年同期分别下降了53.33%、44.29%。

　　在工业污染治理方面，大唐西固热电公司、中石油兰州石化公司和酒钢集团榆钢公司完成脱硫改造，多家火电厂、水泥厂新建了脱硝设施。兰州还对主城区重点用煤企业实行了“控制发电负荷、限煤量、限煤质、限排放”措施，并有工作人员24小时驻厂监察其排放情况。13户企业的落后产能被淘汰，69户工业企业搬出主城区，进入兰州新区工业园。

　　此外，11月17日，兰州开始了长达50多天的机动车单双号限行，成为国内较早因空气污染治理实行限行的城市。

　　兰州处在黄河河谷盆地上，四面均有高山阻隔，南北最窄处仅300米。特殊的地形使兰州城区大风极少，小风和静风天占到60%，空气中的污染物极易堆积。1949年以来的重工业布局则加剧了这一现象。自上世纪70年代，兰州就开始了长达30多年的“蓝天计划”。

　　根据兰州未来三年的规划，2014年起空气污染防治资金将列入预算，每年将列支1亿元；到2017年的目标是，根据新标准，兰州市优良天数逐年提高，各项污染物排放浓度达到国家控制目标，稳定退出全国十大重污染城市行列。
