这面村民这面，就没办法避免污染，它只要生产，必然会产生这些(污染)。
12月9号，央视财经《经济半小时》记者再次进入到厂区内部，发现厂区里面完全被灰尘覆盖着，植物上落满厚厚的灰尘。央视财经《经济半小时》记者在厂区逗留了一个小时，没有见到任何洒水的痕迹。一些被腐蚀得锈迹斑斑的卡车，在运输原料和废弃料的过程中，根本没有进行任何除尘和覆盖，扬起巨大的灰尘，村民们说，他们也曾经进过马钢(合肥)公司厂区，当时厂区内新安装了一套除尘装置，但现在装置完全成了摆设，根本不运转。
安徽省合肥市瑶海区李岗村村民小组长夏辉：他们马合公司，装了一个喷淋装置，就是洒水，用水把粉尘给压下去。就自我那次去看过之后，目前就没见过它再过开过喷淋装置。
央视财经《经济半小时》记者在厂区继续观察，在炼钢车间，黄褐色的烟雾会时不时地从厂房里的窗子里冒出来，一下子飞腾到几十米的高空。在远处看，一条黄褐色的长龙在空中飘散。

12月10日下午，央视财经《经济半小时》记者再次来到厂区观察，车间内烟雾升腾的场面仍然继续。厂区内连续冒着白色烟雾的两个烟囱，颜色变得不正常起来，其中一个烟囱开始冒出黑色烟雾。村民告诉记者，每到晚上粉尘和大气污染就会更加严重。
安徽省合肥市瑶海区李岗村村民小组长夏辉：烟囱白天看还好一点，特别是晚上，晚上它那个烟过来，感觉就是一条黑色的长龙一样。
这里的村民告诉央视财经《经济半小时》记者，住在这里不仅仅饱受粉尘污染的危害，马钢(合肥)公司院内的焦化厂也是空气污染的一个主要源头。焦化厂一放气，他们便被熏得头疼。
安徽省合肥市瑶海区李岗村村民小组长夏辉：现在白天基本上生产，控制(污染)，所以我说它偷排偷放。马合公司说它不存在偷排偷放，我说你不偷排偷放，干嘛你晚上污染那么严重。
村民们反映，由于长期遭受飞尘和大气污染，这里的村民很多人都得了眼结石。更为严重的是，村里已经有多人患癌症去世，这让村民们觉得这和污染密切相关。
安徽省合肥市瑶海区李岗村村民小组长夏辉：离我们村比较近的地方，有一个焦化炼焦，在炼焦的时候，必然产生很多的有毒有害的化学气体，其中产生的苯化物比较多，而致癌的，我从网上查的致癌比较严重的有一种苯化物叫苯并芘。
村民小组组长夏辉说，他们曾经统计过，全村300多人，近年来，有40多人因为癌症去世。他们也和当地的疾控中心联系过，据疾控中心工作人员说，这一发病比例明显高于全国和安徽其他地方的发病率水平。
安徽省合肥市瑶海区李岗村村民小组长夏辉：我们这个村，癌症发病率高，我从网上查中国的癌症发病率大概千分之几，我们这边的发病率百分之几，是国内的几十倍。
而据记者调查，饱受污染的村庄不仅仅李岗村，整个钢铁厂周边的村庄都存在和李岗村一样的情况。记者在采访中遇到了东岗村的村民，她正在自己家菜地里面收白菜。
安徽省合肥市瑶海区东岗村村民：这个菜全是灰，回家洗，用水洗洗，不然怎么搞。
村民告诉央视财经《经济半小时》记者，东岗村距离钢铁厂有一二百米的距离，但紧挨着钢铁厂的原料厂，因为污染严重，东岗村的村民已经整体搬迁到东岗新村安置小区。
安徽省合肥市瑶海区东岗村村民：钢厂污染太大了，灰尘太大了，我家住的地方不能住了。
根据央视财经《经济半小时》记者了解，为了避开环境污染，钢铁厂周边的蔡岗、东岗、庙岗、黄泥坎和夏大郢等村庄都进行了整体搬迁。那么为什么距离钢铁厂最近的李岗、新街两个村没有搬迁呢？
安徽省合肥市瑶海区李岗村村民小组长夏辉：这涉及到一个搬迁的价值与利益的问题，我是这样认为，你说东岗那边村有田有地，这样说讲简单点，就比较合算，我们这边(土地)征了就不合算，没田没地都是房。
村民与企业一场“不符合游戏规则”的斗争
从我们央视财经《经济半小时》记者在马钢合肥钢铁公司生产现场拍摄的画面来看，这里冒出的各种颜色的烟雾和刺鼻的气味，很难让人相信这些排放是在达标运行。然而不仅是央视财经《经济半小时》记者在现场怀疑，在工厂里，企业自己的工作人员也对他们的生产和排污在怨声载道。
安徽省合肥市瑶海区李岗村村民：都是黄灰，你看看，你看这，我走一走给你看，你看家里的灰。
马钢(合肥)公司厂区附近李岗村村民在8月份拍摄的一段录像显示，一户村民家中落满黑灰。而马钢(合肥)公司厂房里面冒出的黄褐烟雾遮蔽了天空，甚至飘过了附近的高架桥。村民们说，这样严重的污染，甚至让他们连窗户都没法打开，夏季温度又高，这让他们再也无法忍受，多次找到镇里和区里反映情况。
安徽省合肥市瑶海区李岗村村民小组长夏辉：村镇区基本上给我们的回复，事实情况事实污染，他们也知道，但他们无能为力。他们跟我说，马合公司是市级单位，最起码要到市一级的才能跟我们讲上话，村镇区到马合公司去，基本上相关领导人都不接待。
村民们说，他们也曾直接找过马钢(合肥)公司，要求马钢(合肥)公司解决污染问题。得到的答复却是，让村民直接去找政府。
安徽省合肥市瑶海区李岗村村民小组长夏辉：一开始马合公司就说，你们跟我们马合公司谈，不符合游戏规则。
村民们说，面对这句不符合游戏规则，他们当时根本反映不过来，大家是面面相觑，无话可说。
安徽省合肥市瑶海区李岗村村民小组长夏辉：我们受害人找你们，污染的主体沟通有什么问题，你说不符合游戏规则，我就要问一问，什么叫游戏规则符合不符合，谁给你授的权，你的游戏规则建立在，老百姓的生命之上。
在无奈的情况下，在今年8月份，李岗村和附近新街村的村民封堵了马钢(合肥)公司的原料运输。村民封堵铁路运输线的行为，引起了相关部门的重视。但村民仍然得不到政府的任何书面答复。常年反应环境污染问题的夏辉告诉记者，环保局针对村民提出的马钢(合肥)公司污染的问题，给他回了电话。
安徽省合肥市瑶海区李岗村村民小组长夏辉：市环保局说，对于你们反映的马合公司污染情况，我们很重视，责令马合公司进行整改，整改不是一天两天，整改自然(是)比较大的工程，前期的准备工作和中间的实施过程都会比较长。
附近另外村子的村民向央视财经《经济半小时》记者提供了一份他们获得的合肥市环保局监察三室出具的回复意见，这份回复意见中承认：在生产过程中扬尘以及噪声对村子确实有一定影响，居民反映的情况基本属实。那么企业对这份函上的回复怎么看呢，记者随同村民，一起找到了马钢(合肥)公司的办公室主任助理，这位主任助理告诉村民，污染确实存在。但解决起来却不是那么容易。
马钢(合肥)公司办公室主任助理：钢铁企业就是这样的，你设备再好、再先进，你能保证它没有灰尘，你能保证它没有气味吗？所以它必须要远离市区。
这位办公室主任助理告诉央视财经《经济半小时》记者，这家钢厂原本叫合肥钢铁，是一家地方企业，效益一直不好，生产也不太景气。2006年，马鞍山钢铁对这里进行了重组，开始满负荷生产，重组后，已经对这里老化的设备进行过改造，否则污染可能更加严重。
马钢(合肥)公司办公室主任助理：你到们到厂里一看就知道，你看像这样的设备，我们公司就是从2006年接手以后，投资下去十个亿超超的，你想想以前的设备有多老。
那么按这位主任助理所说，马钢(合肥)公司投入大量资金进行了技术和设备的改造，但现在的设备和排放是否符合国家产业政策，是否达标呢。
马钢(合肥)公司办公室主任助理：这些设备后来有些进行过改造，反正我们的设备还不在(产能)淘汰目录，但是国家政策马上一紧，这个也不好讲。
企业治理污染无诚意 环保局称机密无可奉告
对于马钢合肥公司附近的村民来说，忍受污染的日子究竟要煎熬到何时，谁的心里也没有底。其实几年前，也曾传出过让村民高兴的消息，2008年，马钢股份就发布消息，声称已制定了马钢合肥公司搬迁规划，2012年10月，搬迁规划得到国家发改委批复。但随后就没了下文。在企业迟迟不能搬迁的情况下，当地最终的作法就是将附近村庄迁走，但像李岗等村庄，又由于后续开发等问题无法迁走，这里的村民该何去何从呢？
夏辉是土生土长的李岗村人，他告诉央视财经《经济半小时》记者，他希望自己的家乡能够天空晴朗，说到马钢(合肥)公司污染问题，他十分无奈。
安徽省合肥市瑶海区李岗村村民小组长夏辉：这边粉尘污染、空气污染，实在太严重了。有那么一个说法，只要是大兴集(镇)，飞出的一个麻雀，往别的阳台上一落，人家一看，这就是大兴集的麻雀。为什么呢？大兴集的麻雀往那个地方一落，落一层灰、粉尘。
在8月份村民们发现那次严重的污染后，他们也不断交涉，争取相关职能部门的介入，现在马钢(合肥)公司已同意赔偿村民污染环境的部分损失。
安徽省合肥市瑶海区李岗村村民小组长夏辉：村民说，我们要命不要钱，包括今年这次，我们也不想要这个钱，要它马合公司这笔钱。但是没办法，马合公司对我们的污染事实存在。
央视财经《经济半小时》记者在这份内部人士提供的合肥市瑶海区政府会议纪要上看到，马合公司从2013年起到搬迁为止，每年给予李岗新街村村民污染补偿款60万元。作为交换条件，村民不得阻挠马合公司生产。这份会议纪要明确，村民有权知道马钢(合肥)公司设备运行情况和监督企业排污。

它(马合公司)没允许，没允许就算了，算了后来我们说，那你每天24小时，村民要求每天任一时间段公布你的(污染排放数据)，你说你是24小时监控任意时间段提供(给)村民监控点污染排放的数据。
为了让马钢(合肥)公司履行环保承诺，村民们希望派驻环境监督员进厂，以便监督除尘和防尘是否到位。但这一要求遭到了马钢(合肥)公司拒绝，这让这份纪要的要求没能落到实处，在村民看来，马钢(合肥)公司在治理污染方面并没有诚意。
那么对马钢(合肥)公司现在的情况，环保部门又是什么态度呢，央视财经《经济半小时》记者跟随夏辉来到合肥市环保局。环保局监察支队的一位队长告诉记者，马钢(合肥)公司的老厂房并没有环保监控。因为这些老设备，正在进行改造，估计会在明年的4-5月份完工。
安徽省合肥市环保局监察支队负责人：(马合钢铁)那个是老设备，经过多次改造，比以前好多了，比过去好多了。现在那个是老设备，走到个钢铁公司都这样，现在它有些还在搞(环保)，要把厂(全)封闭了，明年四月份到五月份才能完工。
这位环保局负责人承认，由于设备老化，在钢水出炉的时候，会有灰尘飘出来。
安徽省合肥市环保局监察支队负责人：出水的时候是有(灰尘)的，你不用说也知道是有的，出钢水的时候有，有的不出钢水的(时候)有时候还没有。
不过当夏辉登陆合肥市环保局实时公布环保数据的网站时，网站上却显示马钢(合肥)公司的指标却是一切正常。工作人员告诉夏辉，这里公布的实时数据是企业自行检测的。
安徽省合肥市环保局监察支队负责人：就在我们检测时间段这是达标的，你不可能我24小时都要检测，检测人员不能24小时呆着。
夏辉提出，要看一下环保部门的监测数据，这位工作人员拒绝了夏辉的要求，建议他走信息公开程序。
安徽省合肥市环保局工作人员：这个要按照国家规定，你比方说，我们说原始检测数据，国家定性属于国家机密，那你说国家机密见不得人。是啊，机密就不能公开。这个事能不能公开，可能你还是申请一下，因为我说了不算。
跑了一圈下来，夏辉也没搞明白马钢(合肥)公司排放的情况。夏辉告诉央视财经《经济半小时》记者，大半年的情况基本如此，他现在是越跑越感到无力，对于自己脚下这片土地的未来，夏辉充满了忧虑。
安徽省合肥市瑶海区李岗村村民小组长夏辉：30年河东、30年河西，30年前钢厂在这边有。整个合肥的东边是重工业区，经济一片繁华，可过了多少年之后，它的繁华建立在污染的基础之上。
【半小时观察】
调查到了现在，有很多疑问值得我们细细的思考，首先是环保的理念，在2011年全球前20大钢企排名中，马钢位列第19位，马钢对外的宣传中，提得最多的，就是 “绿色制造、绿色产品、绿色马钢”，然而在合肥，马钢说的和实际做的，完全是两条路。其次是一份数据，记者在查询合肥市环保局网站时注意到：今年1到11月份，马钢合肥钢铁共缴纳排污费498万元，在合肥市所有企业中名列第一，占合肥市环保局收取的全部排污费的三分之一之多。但排污费交的多，是不是意味着就可以多排放污染物，而得不到有效监管呢？
这些疑问，最终还是需要当地的环保部门给出最终的答案，在十八届三中全会“中共中央关于全面深化改革若干重大问题的决定”中，明确规定，我们要建立和完善严格监管所有污染物排放的环境保护管理制度，独立进行环境监管和行政执法。对造成生态环境损害的责任者严格实行赔偿制度，依法追究刑事责任。然而面对新的要求，企业工作人员给予的是漫不经心的答复，而当地环保部门，拿出的也是百般推脱的说辞。党纪国法，不是简单的文件规定，它管理着国家经济的运行，管理着社会的发展，我们希望十八届三中全会的新精神，能走得进工厂，能走得进市区，能得到真正的贯彻。
