日本一方面宣称自己是爱好和平的国家，坚持专守防卫政策，不做军事大国，另一方面却大肆兜售所谓的“积极和平主义”，在新版《防卫计划大纲》中放弃了“建设有节度防卫力量”的政策，提出修改武器出口三原则，计划采购F-35战机、滞空型无人机、“宙斯盾”驱逐舰等先进武器装备，组建两栖作战部队等进攻性作战力量。日本的军事安全政策究竟要走向何处？这不能不引起亚洲邻国和国际社会的强烈担忧。
日本一方面宣称尊重自由、民主、人权、法治，另一方面却不断否认二战侵略历史，挑战战后国际秩序，伤害受害国人民感情。一个不能正视历史的日本，有何资格谈论自由、民主、人权、法治，又怎么能够为世界和平作出贡献？
日本一方面宣称要加强国际协调，实现亚太地区和平与稳定，为确保国际社会安全与繁荣作出积极努力，另一方面却固守冷战思维，强化与有关国家的军事同盟，企图拉拢其他国家制造地区对抗，搅乱地区局势。日方这种行为，与和平发展、合作共赢的时代潮流背道而驰。这难道就是日方为东亚地区和平稳定所采取的负责任的措施吗？
我们敦促日方深刻反省历史，恪守走和平发展道路的承诺，以实际行动改善同亚洲邻国的关系，为维护地区和平稳定发挥建设性作用。
