针对东营市广饶县一居民因收快递中毒死亡一事，山东省邮政局20日下午的通报会称，“是一起偶发的违规寄递禁限物品造成的责任事故”。
据通报，11月28日23时15分，潍坊捷顺通快递有限公司(圆通网络)工作人员在卸载由武汉发往潍坊的快件运输车时，嗅到刺激性气味，两名员工呕吐。公司作业现场负责人随即疏散员工，并将上述两名员工送医院医治，将车辆放置通风处。
29日早，潍坊捷顺通快递有限公司与武汉发件企业取得联系，将呕吐员工症状告知发件企业，发件企业称该液体为氯乙腈，对人体危害较小。

山东省邮政局通报还说，经检测该物品为氟乙酸甲酯，氟乙酸甲酯不属于《危险化学品名录》(2002年版)中的危险化学品，但刺激眼睛、呼吸系统和皮肤，是有毒液体。国家邮政局《禁寄物品指导目录及处理办法(试行)》第一条第四项中提到各类易腐蚀性物品(如有机溶剂)不得寄递。
据介绍，氟乙酸甲酯是一种在制药等领域广泛应用的有毒液体，出现过致人死亡的极端案例。该化学品由湖北某化工厂经当地圆通快递收寄点寄往山东省潍坊市某制药厂，邮寄过程中由于种种原因，造成外包装破损，致使液体泄漏。

但据记者了解，相关赔付细节没有公布，且化学品数量尚属未知数。另外，是否曾多次邮寄氟乙酸甲酯也未有说明。
对潍坊捷顺通快递有限公司在责任事故发生后的迟报行为，山东省邮政管理部门也依据《邮政法》和《快递市场管理办法》相关规定做出了对潍坊捷顺通快递公司经济处罚2.8万元，并全省通报批评，同时责令山东圆通速递有限公司在全省开展安全整顿，严格落实收寄验视制度，强化安全生产意识，提高识别违禁物品的能力，坚决杜绝类似事件的发生，确保寄递渠道安全畅通。
据湖北省邮政管理局通报，收寄快件的当地快递公司由于收寄验视不规范将被依法吊销快递业务经营许可证。
邮件收寄验视执行难 公共安全风险大
记者采访了解到，由于多重因素影响，现实中快递公司等邮政企业不执行或疏于执行邮件收寄制度比较常见，一旦存在邮寄危险化学品等行为，某种意义上就会危害公共安全。
北京市隆安(济南)律师事务所律师周雷说，一些人注重隐私，不愿接受邮寄快件验视，尽管收寄验视是快递的关键环节，但现实中执行难，一些快递企业也存在不执行的情况。
根据《邮政法》规定，邮政企业应当依法建立并执行邮件收寄验视制度。用户拒绝验视的，邮政企业不予收寄。
山东省邮政管理部门有关人士表示，近年来，由于寄件者缺乏法律意识和安全意识，个别快递企业没有严格执行收寄验视规定，违法收寄违禁物品造成车辆自燃、人员伤亡的现象偶有发生。
周雷建议，随着科技手段的进步，可考虑采用仪器检测邮寄物品代替人工开拆验视，这既能保护个人隐私，也更有利于安全监管，减少危害公共安全隐患。
