苗圩说，2009年初，工信部发放3G的牌照以后有一段时间，3G的资费也比较高，但是没有多长时间，通过竞争，价格就逐渐下来了。要充分鼓励市场的竞争，通过竞争能够促进资费的下降，通过竞争能够促进服务质量的进一步提高。
