据了解,为进一步提升垃圾短信治理水平,三大运营商都采取了治理措施。其中,2013年9月以来,中国移动在全公司范围内开展了“网络与信息安全攻坚行动”,重点对端口类垃圾短信等进行专项治理。截止目前,已关停垃圾短信违规发送端口3万余个,端口类垃圾短信日均投诉较行动前下降83%。

同时,中国移动还在全公司范围内开展了垃圾短信治理专项检查工作,抽调相关专业130余人使用超过2700人天开展对全国31省垃圾短信治理的专项检查工作,并以此为契机,完善制度、优化流程、提升技术,不断提高公司垃圾短信治理水平。

通过数据核查,10月份中国移动端口类垃圾短信投诉中由伪基站导致的占43%,较1月份增长41个百分点。为此,中国移动配合执法部门开展了专项打击。据不完全统计,截至目前已配合公安部门破获伪基站案件607起,扣押伪基站设备近664台,抓获不法分子920人。

监测数据显示,今年每万用户点对点垃圾短信量较2012年同期下降44%;11月份点对点垃圾短信被举报量同比下降31%,集中治理成效明显。
