京华时报讯(记者张然) 近日，中央纪委、中央教育实践活动领导小组发出通知，要求在党的群众路线教育实践活动中严肃整治“会所中的歪风”。
通知指出，近年来，一些地方将历史建筑、公园等公共资源变为私人会所的现象屡见不鲜，其中存在违法设立经营、侵占群众利益、助长奢靡之风、滋生腐败行为等问题，群众反映强烈。特别是一些党员领导干部出入私人会所，吃喝玩乐，甚至搞权钱交易、权色交易等，严重影响党风政风，带坏了社会风气。
通知指出，各地区各部门各单位党委(党组)要组织力量深入调研，依法加强监管，结合反“四风”活动采取有针对性的措施加以解决。要把整治“会所中的歪风”作为教育实践活动反“四风”的内容，严肃整治。各级纪检监察机关要加强监督执纪，盯住党员领导干部，严肃查处出入私人会所吃喝玩乐等违规违纪行为，严格责任追究，及时通报曝光，形成威慑。
通知要求，党员领导干部在教育实践活动整改落实、建章立制中要作出承诺：不出入私人会所、不接受和持有私人会所会员卡，自觉接受党组织和人民群众的监督。

反腐触角从台前延伸到幕后
一年来，细化落实八项规定精神的政策措施接连出台：各级党政机关5年内一律不得新建楼堂馆所；制止豪华铺张，提倡节俭办晚会；出台新规狠刹会议费支出；发布实施《党政机关厉行节约反对浪费条例》……
从治理“舌尖上的腐败”、“车轮上的腐败”再到如今“会所里的腐败”，中国人民大学廉政建设研究中心主任周淑真认为，这体现了反腐败的触角从台前延伸到了幕后。是落实八项规定、反“四风”和群众路线教育的纵深发展，“让那些隐秘的地方见到阳光”。周淑真说，这些私人会所具有极强的隐秘性，且打着“文化、高雅”的幌子成为隐秘的、黑暗的权钱交易场所。因为超高的消费远非普通百姓所能承受得起，官员以这样的方式脱离群众，在社会上造成了极为恶劣的影响。
周淑真呼吁中央花大力气调查会所腐败，通过社区体系，将隐秘的会所“挖”出来，并以此为契机，推动反腐深入发展。

进会所吃饭要过多道“关卡”
年终岁末，一些地方请客送礼、团拜吃请等违反八项规定行为和“四风”现象有所抬头，只是方式、地点、手段等更加隐蔽。
记者发现，进入12月，一些地方“跑部进京”现象趋热，而会所成为吃喝宴请的主要场所。
东部地区某地级市驻京办事处负责人告诉记者，最近一段时间，市里领导来京次数明显增多，虽然大都打着经贸洽谈、招商签约等旗号，但主要目的是对相关部委进行“攻关”，或是加速项目审批，或是落实资金拨付，“饭局必不可少，主要安排在一些僻静的会所”。
这位负责人还表示，北京很多会所采取的是会员制，有的会所地处郊区，安保严密，开车进去吃饭要通过两三道“关卡”，还要报上包间名称或预订人姓名，领导觉得在这里吃饭比较安心。
