南国都市报12月23日讯(记者 党朝峰)今年9月份，南国都市报关于海南花卉大世界“变味”的报道见报后，引起了社会各界的广泛关注。日前，记者从海口市国土资源执法局了解到，经过调查，发现海南花卉大世界违法建设的别墅共有36栋，占地面积超过20亩。海口市国土资源执法局有关负责人表示，按照相关法规，国土部门已将没收或拆除的意见上报，但由于林业部门对国土部门的处理意见有不同看法，因此仍将继续研究花卉大世界违法用地处理问题。
据了解，位于琼山区府城镇新大洲大道南渡江旁的海南花卉大世界，是由海南鑫山源热带园林艺术有限公司承建的重点林业项目，其建成的功能区包括：花卉区、盆景区、国际花卉区、苗木景观区、科研教学区、综合区、花卉超市、花卉公共交易中心、“琼洲文化风情街”以及“生态花卉美食一条街”等。
海口市国土资源执法局有关负责人告诉记者，花卉大世界的土地最初规划的是农业用地，但在建成投入使用后，土地用地性质被变更为建设用地。土地性质虽被变更，但由于与土地使用现状(农业用地)不符，因此该土地仍按农业用地性质使用。建立之初，允许部分园主在所租用土地上搭建临时性的简易房屋，但后来，部分园主将临时性的简易房屋改建为永久性的房屋，这种行为违反了有关法律法规，因此部分园主在园区所建的房屋属于违建。
海口市国土资源执法局有关负责人介绍，国土局将没收或拆除的意见上报给市政府有关部门后，由于林业部门认为花卉大世界作为一个市场交易的平台，需要一些供客户谈生意的场所，因此建议国土部门重新考虑对花卉大世界违法用地问题的处理。
