为减少“文山会海”，这一方案要求严控发文规格数量，规定以省委或省委、省政府名义联合发出的文件每年不超过20个，以省政府名义发出的文件每年不超过50个，而且超过5000字的文件稿一律退回报文单位修改重报。此外，大幅度减少全省性节庆、论坛、展会等活动，广东各市、县(市、区)节庆活动原则上只保留最有特色的1项。
为巩固省级考核检查项目清理成效，广东正开展对市、县(市、区)考核检查项目的清理，力争到2013年底市、县(市、区)考核检查项目压减到原有的10%以下。与此同时，广东正查处新建、改建、扩建楼堂馆所等顶风违纪行为，今年年底前组成联合督查组，对各地各部门整治情况开展抽查，通报情况。
