接待比检查难做
李锋所在的镇是粤东山区的一个普通乡镇，人口有5万多，镇府驻地距离县城约10公里。

对镇府机构来说，除了应对实地检查外，每年向上提交的工作汇报、工作总结、统计数据等，也是必不可少的检查项目。
为了反映区域经济运行状况，县(市)统计部门每年都会要求镇政府上报相关经济数据。然而，在采访中，一些乡镇干部却向记者透露，这些所谓的经济数据，很难反映真实情况。

账务自查叹缺钱
实地检查和书面汇报，当然是年终检查的主要内容。但对镇政府来说，每年年终"自己对自己"的账务审查，也是一项艰巨的工作。
12月11日，李锋带记者来到该镇财政所。记者看到，几位工作人员正在对一大叠账单进行核对，一位工作人员将一堆核对好的账单，递给李锋签字。
"我们正在对各村进行财务审计。"李锋告诉记者，明年村级换届选举，镇财政所需要在今年年底前完成对各村的财务审计，以确保选举的正常进行。
除了审计村级财务，镇财政所还要对今年全镇的财务进行自我检查。镇府全年的餐饮费、水电费、打印费，镇府工作人员和村干部的工资、补贴，退休镇、村干部的补贴等，年前都要进行结算。
"我们镇是'吃饭财政'，每年开支至少500万元，上级拨款还不到300万元。"李锋给记者算了一笔细账，镇府职员年底工资补贴要一百多万，镇府欠下的餐饮费、水电费等有几十万元，退休村干部补贴要十几万元，这些加起来是一笔不小的开支。李锋感叹，镇府钱不够花，只得连年借债，至今，镇府总负债已经超过1000万元。
"我们每年都要准备几十万元去应付债主。"李锋告诉记者，很多债主会在春节前几天来讨债，这时，他和镇委书记就必须"躲起来"，安排工作人员去接待，"欠得多的，还5000元或10000元；欠得少的，还几百元。"
引入中立者防作假
尽管是该县最年轻的正科级干部，但在当了两年镇长之后，李锋"感觉真的很累"。今年年初，县委组织部曾向他征求意见，拟调他去另外一个镇当镇委书记，一番考虑之后，李锋拒绝了这个升迁的机会。他甚至向县委组织部提出，想回县级部门，"哪怕当个闲差都行。" "对上要应付各类检查，对下要维稳。"李锋说，这两项工作占去了他大多数时间，让他的工作十分被动，没有多少精力去思考发展的问题。
至于村干部，工作的艰难，往往不为外人所知。陈税，遂溪县一位当了十余年村干部同样深有感触。陈税告诉南方农村报记者，作为村一级，面对上头的年终检查，主要是计生、殡改、治安、党建。这些检查贯穿全年，也是村干部必须面对的主要工作，"检查一茬接一茬，哪有精力去应付。"李锋认为，现在的大部分检查、考核，实际上很难达到预期的效果，"很多检查都会提前通知，这不是给被检查者时间作假吗？"李锋认为，要避免这些问题的出现，最好的方式就是暗访或者引入第三方机构，如专业评估机构、学术机构、媒体等，以中立者或观察者的身份参与检查，"这样才能发现问题，有效监督。"
