合肥市城乡建设委员会副书记章斌告诉记者，近年来，由于经营亏损、资金链断裂或者盲目垫资、低价参与市场竞争、承包人挪用工资性工程款等原因，往往导致一些建筑企业不能按时、足额给农民工发工资。此举措旨在明确项目各方责任主体权责，彻底改变以往农民工工资半年一结、一年一结，或是由包工头“中转”的现象，从根源上杜绝建筑市场拖欠农民工工资的行为。
据介绍，建立专用账户的建设工程总承包人将对正式务工人员，以及在施工现场务工超过一天的散工、临时工等，都进行身份信息、技能信息、务工考勤信息的系统化实名登记。专户资金专项用于已实名登记的农民工工资发放，其使用由工程发包人、总承包人、设立专户的银行共同监管。每月10日前，账户里的钱要给农民工统一打卡发放。
合肥市还明确，工程发包人未按照足额拨付工资性工程款的，由工程所在地建设领域农民工维权机构予以通报批评和曝光。连续出现两次以上的，责令项目停工整改，直至工资性工程款拨付到位。对于未设立专户、未足额支付工资、未公示工资拨付情况，以及未报送工资审核的建设工程项目，由工程所在地建设领域农民工维权机构予以通报批评，虚假报送责令停工整改，逾期未改或整改不到位计入建设行业信用信息系统，列入全市建筑市场重点监管对象。
