12月中旬，保定市南市区虎凤鸡场陆续出现鸡只死亡，12月18日，经保定市动物疫病预防控制中心诊断为临床怀疑高致病性禽流感；12月19日，省动物疫病预防控制中心诊断确认为疑似高致病性禽流感；12月21日，国家禽流感参考实验室最终确诊为H5N2高致病性亚型禽流感。
疫情发生后，省委、省政府高度重视，要求发生地切实采取有效措施，彻底果断扑灭疫情，严防疫情蔓延，防范人禽交叉感染。在农业部、省畜牧兽医局有关专家指导下，保定市组织相关力量对疫点、疫区和受威胁区所有家禽12.6598万只进行强制扑杀，严格封锁疫区，并在疫区周边设立3个临时检查站和消毒站，使用消毒药品50多吨，对疫点、疫区严格消毒，疫情得到有效控制。目前，疫区人民群众生产生活秩序正常，社会稳定。
按照省政府领导要求，省畜牧兽医局成立了疫情处置工作领导小组。省防治重大动物疫病指挥部办公室分不同阶段三次向保定市下达突发高致病性禽流感疫情处置指导意见，并派出工作组赴保定市进行疫情处置技术指导。同时，省畜牧兽医局组织专家组对疫情进行彻底溯源，找出疫情来源及原因，并对疫情风险进行评估分析。省防治重大动物疫病指挥部办公室还向各地下发了《关于做好高致病性禽流感防控工作的紧急通知》，要求各地增强责任感和使命感，切实做好疫情排查、疫情监测、动物卫生监督和应急响应工作。
从疫情发生至今日，省畜牧兽医局在全省范围内组织开展了高致病性禽流感疫情全面排查，共排查养殖场户68685个，排查禽类3420万只，未发现异常情况。
