多次寄送1公斤样品
去年底，熊兴化工厂就多次快递有毒化学品样品，还可能涉及申通，今年夏天升级为25公斤装的“大家伙”。
一个值得关注的问题是，这并非熊兴化工厂第一次寄送氟乙酸甲酯样品。

29日19点，潍坊圆通三名女员工对污损严重的货品进行登记，也出现恶心、胸闷症状，被紧急送往医院。
30日早晨8点30分，潍坊圆通再次致电寄件方，这次对方称，该化学品为氟乙酸甲酯，有毒性。上午11点，潍坊圆通向110报警，并联系119处理污染源，寒亭区政府、区安监对尚未发出的154件污染货品封存隔离。
张韩胜称，警方当时告知潍坊圆通，氟乙酸甲酯并不在《危险化学品名录》中，故不予立案。
按照《快递业务操作指导规范》第十八条规定，分拣过程中发现禁寄物品，应当立即停止寄递，通知有关部门，并报告当地邮政管理部门。圆通却没第一时间报告，但直到30日12点，才报告潍坊市邮政管理局，存在严重延报。
但至此，从发现污染源到隔离货品，已过去36小时，大部分货物已被送到潍坊周边市县的收件人手中。
“吃不饱”致违规收件
沙洋大部分快递企业每天出货不到100票，违规快递化学品收入高；25公斤化学品正规运费超千元，快递费200元
12月2日，潍坊圆通向山东省邮政管理局汇报了患者死亡事件，并针对同车1844件快件进行第3轮详尽的排查，发现问题件4件，除广饶致客户死亡鞋子外，另有胶州、寿光两个收件人头晕、恶心，黄岛一用户收到鞋子有异味拒收退回。
目前，除污染源外，对前期遭受污染的153件快件，均按程序进行了处理，圆通根据有关规定对客户进行了赔付，已全部赔付完毕。
此外，事故发生后，熊兴化工厂于11月30日自行关闭了氟乙酸甲酯车间，原地封存了氟乙酸甲酯。
沙洋当地业内人士分析，个别快递企业违反明文规定，收寄化学品液体，很大程度上与自身利益有关。
据了解，2007年左右，民营快递公司进入沙洋县，六年发展下来，包括邮政、顺丰以及“三通一达”等快递公司在内，快递企业数量猛增至十三四家。
“但大部分的经营状况都比较困难，处于‘吃不饱，穿不暖’的状态。”沙洋一位业内人士告诉记者，当地大部分快递企业每天出货不到100票，每天的活大多属于派件。“但派送一个件，公司只有1块钱收入，加上油钱、电话费和人工，几乎不赚钱。”
快递企业的利润大多来自收件，一般情况下，一票收件的利润4元~5元。
上述知情人士分析，熊兴化工厂25公斤的化学品液体，包装后，大约30公斤，从沙洋快递至山东潍坊，快递费在200元左右，“一票差不多抵得上半天的量”。
除经济利益驱动外，在熊兴化工厂副总经理黄胜勇看来，事故还暴露了快递公司的一个漏洞：没有纳入危险化学品名录的有毒化学品小剂量样品，该如何运输。
黄胜勇说，熊兴化工厂主要生产硫酸，属危险化学品，运输严格依照有关法规，由具有危险品运输资质的物流企业承运。
氟乙酸甲酯未列入危险化学品名录，如果量在1吨以上，工厂委托专门的物流公司派车辆配送，但如果客户需要的量不大，比如只要小剂量的样品，那该如何运输？
“比如这次邮寄的25公斤氟乙酸甲酯，市场价一千元出头，如果找有资质的专业运输企业，货价还抵不上运输成本。”黄胜勇说。
业内人士称，面对此类问题，中小化工企业往往会钻空子，而有些快递公司也睁只眼，闭只眼。
新京报记者以买家身份咨询杭州一家化工公司购买少量氟乙酸甲酯。对方称，可以用桶装，物流发货，并表示“正常情况下是用快递的，但是这两天出事儿了，快递不愿意接。”
而另一家湖北制药公司称，氟乙酸甲酯是违禁品，只能用专用车10吨起运。
