农村工作会议召开期间，12月22日，农业部部长韩长赋借助于新华社的平台，再次发出“城镇化建设不是消灭农村”的呼吁，力挺新农村建设。
韩在上述访谈中称，城乡规划要统筹考虑，城镇化要带动新农村建设，而不能取代新农村建设，搞所谓“去农村化”。城乡一体化不是城乡同样化，新农村应该是升级版的农村，而不应该是缩小版的城市。城镇和农村要和谐一体，各具特色，相互辉映，不能有巨大反差，也不能没有区别，否则就会城镇不像城镇，农村不像农村。一些地方在推进城镇化过程中的某些“去农村化”的做法，是不符合中国国情的，也是不符合城乡统筹发展原则和大国现代化规律的。
在如何建设新农村这个问题上，韩给出的答案很现实和具体：要加快农村公共基础设施的规划和建设，改善水、电、路、气、房，建设污水垃圾处理设施，搞好居住环境的绿化与美化。要搞好新农村建设规划，根据农村人口的变化，本着方便生产和生活的原则，合理调整村庄布局。要为农民设计房子。

社科院农发所研究员党国英表示，未来城镇化建设应该走的是集约化道路，即城镇化所需的土地尽量通过盘活存量用地来解决，通过增加工业用地成本、提高用地效率，尽量不增加新的建设用地。同时，在城乡一体化进程中，更多地考虑农民的利益，让农民在城镇化的过程中受益而不是让他们的利益受到损失和侵犯。
