　　许多人都是抱着孩子四处求医，最终到南京看过病后，没有办法才把孩子遗弃在这里。朱洪说，弃婴是犯罪行为，福利院已劝退了多名弃婴家长，使家长打消了弃婴的念头。随着媒体报道，知道弃婴安全岛的人越来越多。一些山东、安徽和河南等外地的弃婴也被送到了这里。今年以来，南京市社会儿童福利院接收的弃婴共有176个，相比去年的204个和前年的213个还是有所下降。

　　南京师范大学社会发展学院副院长邹农俭认为，安全岛的想法很好，但政府去做这个成本太高，很多环节上不可控的东西太多，责任太大，政府不能大包大揽。根据我国刑法规定，弃婴行为应当以遗弃罪进行处罚，设立弃婴岛，也有纵容犯罪之嫌。设立弃婴安全岛之前就应进行论证，不能想当然地认为是做好事，应论证后再出台政策，防止出现政策失误，引起负面社会影响。

　　对于“弃婴岛”不同的观点，朱洪说，儿童福利院就是最大的安全岛。既然这些家长万般无奈弃婴，安全岛是保护弃婴的最后的办法。我国法律有明文规定，地方行政部门必须承担弃婴的抚养。虽然刑法规定弃婴是违法犯罪行为，但我国至今未有一个“弃婴罪”的判例。

　　“各地的福利院对弃婴来说都是安全岛”，而这个“岛”只是最后一道保障，要遏制弃婴，必须全社会从源头开始做起，减少病残儿，减少弃婴行为，加大处罚力度。
