交流对象
1、区党政领导
同一职位任职满10年的必须交流
区党政领导班子成员，在同一职位上任职满10年的，必须交流；在同一地区党政领导班子中担任同一层次领导职务满10年的，应当交流。新提拔的区党政领导班子成员，应当有计划地易地交流任职。
区纪检机关、组织部门、人民法院、人民检察院、公安部门的领导班子正职成员，在同一职位任职满10年的，必须交流；新提拔的，一般应易地交流任职。

3、市级机关
领导班子：正、副职任现职10年要交流
市级机关部门领导班子正职成员，任现职满10年的，必须交流；副职成员，任现职满10年的，应当交流。其中，纪(工)委书记、纪检组长一般不从所在部门产生，任职满5年的，应当交流；副职成员，分管工作满5年的，原则上应在领导班子内部调整分工，情况特殊的，满7年必须调整分工。
部门中层：任现职满5年应内部轮岗
市级机关部门中层干部，任现职满5年的，或在同一处室连续担任领导职务满7年的，或在同一处室工作满10年的，应当内部轮岗。其中，在本部门任中层正职满10年的，应当有计划地安排跨部门交流；从事执纪执法、干部人事、审计、项目审批、资金管理等工作的中层正职干部，任现职满5年的，应当跨部门交流，情况特殊的，满7年必须跨部门交流。
4、开发区
领导班子成员试行任期制，聘期3年
开发区领导班子成员试行任期制、聘任制，聘期3年，在同一职位任职满6年的，应当交流或轮岗，情况特殊的，满9年必须交流。
开发区领导班子成员中，具有行政区工作经历的应占50%以上，其中，副职成员具有所在行政区工作经历的至少应有1到2名。按照专业化、年轻化要求，交流部分市级机关部门领导班子成员到开发区任职，交流部分开发区领导班子成员到行政区任职，交流部分行政区领导班子成员到市级机关部门任职。5、镇街
党政领导班子担任同一职务满5年需交流
镇街党政领导班子成员，在同一镇街党政领导班子中担任同一职务层次领导职务满5年的，应当交流，满10年的，必须交流。
6、公安、城管等
任现职满4年的也必须交流

具体操作
同一班子交流成员不超三分之一
按照相关规定，同一市管领导班子，同时交流的领导成员一般不超过班子成员的三分之一；同一市级机关部门，同时跨部门交流的中层干部一般不超过本部门中层干部的四分之一。跨区域、跨部门交流的，一般在业务相近的部门、岗位之间进行，同等条件下优先提拔使用。
同时，干部有下列情形之一的，一般不进行跨区域、跨部门交流：年龄超过52周岁的市管领导班子副职成员和镇街党政领导班子成员，年龄超过50周岁的市级机关部门中层正职，因健康原因不能正常工作的，近三年年度考核曾评为基本称职或不称职的，因涉嫌违法违纪正在接受纪检监察或者司法机关审查尚未作出结论的。
严格规范
拒不服从交流将被就地免职或降职
