当前，在中央和自治区党委的坚强领导下，新疆各族人民不断战胜前进道路上的困难和挑战，齐心协力求发展、谋富裕、思稳定、盼和谐，加快大建设大开放大发展进程，进入了跨越式发展、全面建成小康社会的关键时期。但“三股势力”不愿看到新疆繁荣富裕、团结稳定的大好局面，想方设法阻碍经济社会又好又快发展，绞尽脑汁实施各种分裂破坏活动，制造血腥事件，妄图搞乱新疆，最终将新疆从祖国大家庭中分裂出去。“三股势力”的分裂破坏犯罪活动，严重威胁着祖国的统一，威胁着新疆经济建设快速发展的大好局面，威胁着新疆各族人民安定团结、和谐美好的生活环境。我们必须擦亮眼睛，认清“三股势力”的反动本质，并进行最坚决的斗争。

纵观全球，世界上任何一个文明国家对暴力恐怖犯罪都无法容忍，即使犯罪分子跑到天涯海角，也要千方百计将其缉拿归案，并依照法律予以严惩。在我国，依法严厉打击“三股势力”破坏犯罪活动，是宪法和法律赋予人民法院的神圣职责；运用法律武器惩治犯罪、保护人民、维护稳定，是人民法院的神圣使命。我国刑法对涉及危害国家安全、危害公共安全、侵犯公民人身权利等犯罪，界定了不同的罪名，明确了不等的量刑幅度，对危害特别严重、情节特别恶劣的，最高可判处死刑。这些法律规定，是我们惩治暴力恐怖犯罪的有力武器。我区人民法院在依法审判“三股势力”分裂破坏犯罪案件中，严格依照法律规定，全面审查案件事实、证据，遵循罪刑法定、罪责刑相适应、罪责自负刑法原则，以事实为依据、以法律为准绳，对被告人依法定罪量刑，稳、准、狠地打击了“三股势力”犯罪分子的嚣张气焰。在始终保持严打高压态势的基础上，全面贯彻落实宽严相济的刑事政策，当严必严，该宽则宽，宽严相济，最大限度地打击、分化、瓦解敌人。对“三股势力”犯罪活动的首要分子、罪行重大者坚决依法严惩，特别是对血债累累的暴力恐怖犯罪分子，该判处死刑的坚决依法判处死刑，绝不手软；对参与“三股势力”破坏犯罪活动的一般人员区别对待，争取、教育、挽救受蛊惑和受蒙蔽的群众，彰显法律尊严。
