  业内人士表示,为了解决铁路资金紧缺问题,比较可行的思路首先是,提高铁路自身的盈利能力,包括运价市场化(提价)、提高铁路系统的管理经营能力等。其次给予政策补贴,包括允许土地出让、税收优惠、公益性铁路政府补贴等。然后,在以上基础上吸引社会资本投资铁路,例如投资区域性铁路及支线建设,投资铁路发展基金等。
