据上述工作人员的介绍及《天津市重污染天气应急预案》，天津市启动重污染天气应急预案的程序大概为：应急指挥部办公室设在环保局，由环保局长任主任，环保、气象等部门根据监测到的天气污染情况，“会诊”后做出判断并上报给天津市政府，天津市市政府批准后，将预警信息及采取的应急预案通过新闻媒体等多个渠道告知公众，应急预案涉及到多个部门，各部门各司其职，如机动车尾号限行则由交管部门来制定。
涉及到的部门是如何协调的，为何会出现22日晚上的“乌龙”？提前多久通知比较合适？天津市环保局工作人员表示不清楚，北青报记者多次联系天津市公安局指挥部新闻中心未果。

工作人员的回复，极易被解读为“暂停限行措施”。昨日下午，天津市人民政府通过官方微博“天津发布”，回应了23—25日采取的“限行措施”——“22日晚19时发布重污染天气预警信息，且首次实施重污染天气机动车限行措施，考虑到广大驾驶员调整出行安排需要一定时间，因此此次限行管理采取提示、劝阻措施，暂不处罚。”
“天津发布”还称，天津市空气质量将达到重污染预警等级时，市重污染天气应急指挥部将发布预警信息。自预警信息发布后的第二天零时开始，至重污染天气预警解除，将在限行区域实施机动车尾号限行措施。
限行前，交管部门将通过电台交通广播北方网等新闻媒体向广大市民发布预警、提示。限行后，交管部门同时启动应急交通管理工作，将在各限行区域主要入口增派警力、安放提示牌，对限行号段车辆进行提示、劝阻、分流。在限行区域范围内，将增设执勤点位、巡控警力，对违反限行规定的车辆进行甄别并依法实施处罚，限行区域内电子警察同时记录违反限行规定车辆，并依法实施处罚。

据了解，天津市重污染天气预警等级分为三级，分别为Ⅲ级、Ⅱ级、Ⅰ级预警，Ⅰ级为最高级别。对应预警等级，交管部门将实行三级响应限行。其中，Ⅲ级响应，天津市牌照的载客汽车每日限行一组尾号。货运机动车(含持有通行证车辆)、危化品运输车辆(含持有通行证车辆)，6时至24时禁止驶入限行区域，零时至6时按照尾号限行规定行驶。Ⅱ级、Ⅰ级响应：该市牌照的载客汽车实施单双号限行，首日限行尾号按照当日日期末位数奇偶数确定单双号。货运机动车和危化品运输车辆(均含持有通行证车辆)，6时至24时禁止驶入限行区域，零时至6时按照尾号限行规定行驶。
不采取限行措施车辆包括，警车、消防车、救护车、工程救险车等4类特种车辆，武警、驻津部队车辆；公共汽车、出租汽车和由公安交通管理部门核发相应通行证的班车、长途汽车、大中型客车；各国驻华使领馆和国际组织驻华机构机动车；车身喷涂统一标识并执行任务的城管、工商、交通执法车辆，环保监察车辆，邮政、救援、抢险、清障等专用车辆；环卫、园林、道路养护等专项作业车辆；殡仪馆所属的殡葬车辆。
