山东交通学院交通与物流工程学院副教授刘华群告诉记者，作为劳动密集型产业，快递网络是核心竞争力，在全国的网络越是完善，收件规模就越大，这也是很多快递公司选择加盟制的原因。
刘华群介绍，快递公司通过直营方式扩展速度慢而且对资金的要求较高，加盟方式在民营快递公司成立初期解决了人力、资本的瓶颈，成就了快递行业的迅速发展。
加盟商需要逐级向上级上交一部分收件的利润。假设一个快件省级加盟商大约需要向总公司上交4元，那么市级就需向省级上交6元，区级要向市级上交8元，层层加价。
这就造成了很多加盟商“大鱼吃小鱼”，逐级吃代理费，很多快递加盟商一味地追求利润，继续转包，甚至会有三包、四包的现象。据知情人向记者透露，层层转包下，只要几万元加盟费，就能成为圆通的县级代理网点，对硬件、人员几乎没有什么要求。
“投递人不愿拆开检查，谁会得罪财神爷？”

“收更多的件意味着挣更多的钱。”一位快递公司负责人坦言，这也是为什么验视制度一直没有得到有效执行的原因。“一些快递网点让寄件人先打好包裹，根本不去开箱验货，全凭信任。如果投递人不愿意拆开检查，又有谁会傻到得罪这些财神爷？人家下次就可能不在你这里投递了。”
总公司现在想直营，大加盟商不干
近年来，加盟制让民营快递公司实现了快速扩张，但随后暴露出的问题也敲响了快递业的警钟。记者了解到，近两年圆通、申通等快递公司已经开始从加盟制向直营制转变。
部分业内人士认为，民营快递巨头顺丰之所以能取得今天的成就，一大原因是它较早意识到了加盟隐患。顺丰从1999年开始花了几年时间，将加盟转向直营。而圆通、申通等公司则落在了后面。
据了解，圆通上市计划预计将在2015年至2016年间完成。而快递公司上市前的直营率必须达到85%以上。目前，圆通、申通等公司已在全国转运中心城市和十几个省会城市实现了直营，这些快递企业想要完成所有省会城市和二三线城市的加盟商改造，则需更多时间。
转型之路很是曲折。今年6月，因福州圆通欲收回站点，引起加盟商不满，多处快递件滞留。类似的情况也出现在其他城市的直营网点改造过程中。
一位从事圆通网络经营的加盟商向记者透露，伴随着快递业的快速发展，很多二三线城市的加盟商已经完成了资本的积累，逐渐做大，他们已经有能力与总部抗衡。“很多加盟商都和公司签有长约，手下也有很多更小的加盟商，圆通将网点回收直营遭到了抵制，他们的力量非常强大。”

省邮政管理局要求，邮政企业、快递企业落实安全生产主体责任，按照“谁经营、谁负责”原则，确保将收寄验视制度执行的组织管理落实到一线员工，确保邮件、快件100%收寄验视到位。对于检查中发现的不建立或者不能100%执行收寄验视制度的邮政企业、快递企业，各市邮政管理部门要严格按照《邮政法》第七十五条规定依法处理，情节严重的将从重处罚，吊销许可执照。
省邮政管理局要求邮政企业、快递企业开始对经过验视收寄的邮件、快件全部加盖收寄验视章。对未加盖收寄验视章的邮件、快件，各市邮政管理部门要据此追究相关企业的管理责任。
