商报济南消息 (记者李人杰)日前，山东对厅局级以下国家工作人员因公出国“约法三章”，作出明确规定：厅局级人员因公临时出国，原则上2年内不超过1次或1个任期内不超过2次。省委、省政府特别强调，这一规定是对确有必要出国执行公务的最高限量，不能曲解为可以享受的因公出国待遇，不能据此要求轮流出国。
今后，山东将严控出国人员的数量和次数。各市党政正职、政府副职和省直部门、单位正职确因工作需要，每年因公临时出国不超过1次；分管外事、商务工作的政府副职和外事、商务部门厅局级人员，严格根据工作需要进行安排。不得因人找事，不得安排照顾性和无实质内容的一般性出访，不再安排考察性出访。已离(退)休人员不再派遣出国执行任务。针对以往“应邀出访”出现的种种乱象，山东规定，除企业负责人确有必要专程赴国外处理本企业及其分支机构内部经营管理方面的重大事项外，其他人员不得应境外中资企业(含各种所有制的中资企业)应邀出访。不得接受海外华侨华人和外国驻华机构邀请，严禁通过中介机构联系或出具邀请函。
此外，对省级领导出国也作出严格规定：正省级领导、副省长每年出访不超过1次；分管外事、商务的副省长严格根据工作需要安排；其他省级领导1个任期内出访不超过2次或2年内出访不超过1次。
