湖南省纪委介绍，此次整治主要是杜绝奢靡之风，倡导务实、节俭招商、规范境外招商引资公务活动。重点是整治境外招商入住豪华酒店、举办奢侈宴请、赠送高档礼品等问题，坚决纠正用公款参与高消费行为，严肃查处用公款大吃大喝、游山玩水和开展高消费健身、娱乐活动等违纪违规行为。
湖南省要求全省各级党政机关、事业单位、人民团体认真要对照此次专项整治的主要任务，对本单位2013年度的出国(境)公务开支和“三公”经费支出情况进行全面统计摸底、分析排查。
根据分工，湖南省纪委、省监察厅负责受理境外招商引资方面问题信访举报和查处问责工作，及时查处违纪违规案件。湖南省财政厅负责制定因公出国(境)经费管理办法，加强对部门预算编制与执行的管理，从源头制止境外招商奢侈浪费和高消费行为。湖南省审计厅负责确定部分重点单位列入专项审计年度计划，着重开展境外招商引资公务支出和赠送礼品情况专项审计，涉嫌违纪违法案件线索及时送交相关部门处理。
湖南省纪委相关负责人表示，专项整治各参与单位将组成工作组，集中时间，通过资料分析、现场检查、座谈了解、在一定范围内进行群众满意度调查等方式，对市州和部分省直厅局级单位的工作进行检查、验收和评估，确保专项整治工作取得成效。
对于专项检查和群众信访举报中发现的问题，湖南省表示将坚决一查到底，严肃追究相关责任人的责任，并结合作风建设违纪违规问题查处情况，对典型问题不定期通报并在公开曝光。
