国家统计局官网刊载的马建堂文章说，要更加突出提质、增效、升级统计，推动各地不再简单以GDP论英雄排名次。统计部门已制定经济转型升级统计指标体系、应对气候变化统计指标体系、全面建成小康社会统计监测以及地区发展与民生指数、创新指数等一系列全新统计指标体系和统计调查制度，要在进一步完善改进基础上，认真做好组织实施工作。
马建堂在文章中强调，更好发挥统计指标引导作用，有效缓解各地对GDP的过度关注。更多更及时发布有关经济转型升级、发展与民生指数、创新指数等综合反映各地经济社会全面发展状况的统计数据，并做好宣传解读工作，增强这些数据的影响力和权威，使全社会更加关注有关质量效益可持续的统计指标。
马建堂要求，加快研究建立国家统一的经济核算制度，加快研究编制全国资产负债表；完善就业失业监测统计制度，加快推进大城市月度劳动力调查；大力推进城乡住户调查一体化，为形成合理有序分配格局提供科学依据；加快完善包括电子商务在内的社会消费品零售额统计，全面客观反映全社会消费状况；深入研究非公经济增加值测算方法等。
