会议表决通过了《中国共产党北京市第十一届委员会第三次全体会议决议》、《中国共产党北京市第十一届委员会第三次全体会议关于林雪梅、谢正光、张福平、王民忠、郭广生5名候补委员递补为委员的决定》。
郭金龙报告了市委常委会工作。一年来，常委会重点抓了五件大事。
一是深入学习宣传贯彻党的十八大、习近平总书记系列重要讲话和十八届三中全会精神，全市广大党员干部群众切实增强了为实现中华民族伟大复兴“中国梦”贡献力量的责任感和紧迫感，增强了全面深化改革的信心和决心，增强了中国特色社会主义的道路自信、理论自信、制度自信。
二是坚决贯彻落实中央八项规定精神，制定下发了本市的15条实施意见，完善相关配套制度，不折不扣地把中央要求落到实处，全市党员干部作风状况有了明显改进。一系列动真格的做法，得到了群众的认可。
三是精心组织开好市“两会”，对新一年政府工作作出部署，推动贯彻落实党的十八大精神和市第十一次党代会确定的各项目标任务，做好开局之年经济社会发展各项工作。

郭金龙还报告了市委常委会的其他主要工作。在努力推动经济持续健康发展方面，集中精力提高发展质量、优化发展环境，首都经济发展实现稳中向好；加大政府职能转变力度，创造公平、公正、透明的市场环境；着力抓好中关村发展，推进创新驱动发展战略，同时加大经济结构战略性调整力度。
在加快构建城乡一体化发展新格局方面，加大对重大事项的统筹力度，加大城乡结合部的建设管理力度，重视农村地区的改革发展，进一步改善山区农民的生产生活条件。
在扎实推进社会主义政治建设方面，坚持党的领导、人民当家作主、依法治国有机统一，坚持和完善人民代表大会制度，健全社会主义协商民主制度，推进首都法治建设。
在切实加强宣传思想文化工作方面，认真贯彻落实习近平总书记在全国宣传思想工作会议上的重要讲话精神，召开全市宣传思想工作会议；进一步强化党委抓宣传思想工作的责任意识，形成“大宣传”格局；围绕加强思想道德建设，推动社会主义核心价值观深入人心；加快建设和完善覆盖城乡的公共文化服务体系，加强重大公共文化工程和文化项目建设，加大精品创作力度。
在以解决群众关心的民生问题为重点扎实推进社会建设方面，大力加强就业和社会保障工作，加大对教育领域突出问题的统筹解决力度，继续深化医药卫生体制改革，积极探索建立适合首都特点的住房保障体系，进一步加强和创新社会治理。
在切实加强安全稳定工作方面，认真做好安保维稳工作，下决心把对暴力恐怖袭击的防范全面纳入首都维稳工作体系，妥善处置了一系列突发敏感案事件；深入推进“平安北京”建设，努力从决策源头有效预防风险。
在全面提高党的建设科学化水平方面，认真贯彻落实全国组织工作会议精神，进一步加强领导班子思想政治建设，市委常委会严格落实党风廉政建设责任制，切实担当起反腐倡廉主体责任。
王安顺向全会报告了全市经济社会发展工作。今年以来，本市坚持稳中求进的工作总基调，紧紧围绕破解人口资源环境矛盾，坚决治理大气污染，生态文明和城乡环境建设全面展开；深化重点领域改革，发展活力进一步释放；大力推动科技创新和结构调整，发展方式转变取得新成效；加快社会事业改革发展，人民生活持续改善。预计全市经济增长7.6%以上，发展质量继续走在全国前列。
王安顺分析了明年经济社会发展面临的形势和任务，提出要全面深化改革、增强经济社会发展活力，把握首都城市性质、加快治理“城市病”，创新社会治理、加快建设和谐宜居之都，坚持民生导向、加快改善市民福祉。细化落实中央重大改革措施的具体内容包括深化行政体制改革、深化国有企业改革、完善现代市场体系、加大财税体制改革力度、深化投融资体制改革、进一步深化农村改革、健全绿色发展的体制机制、创新社会治理体制。
王安顺部署了2014年经济社会发展六项重点任务：一要着力破解人口资源环境矛盾，坚决控制人口过快增长，坚决抓好大气污染治理，更加自觉地推进京津冀一体化发展。二要着力以创新驱动支撑发展，更好地发挥中关村示范带动作用，同时激发文化创造活力。三要着力推进经济结构战略性调整，加大需求结构调整力度，积极推动产业结构优化升级，按区县功能定位推动差异化发展。四要着力推进城乡一体化发展，优化城市功能布局，有序推进农村城镇化，提高农村经济和重点区域发展水平。五要着力以亚太经合组织峰会为契机提升城市服务管理水平，高标准做好峰会服务保障，努力改善城乡环境质量，全力保障交通平稳顺畅，全力维护首都安全稳定。六要着力以实事惠民促进民生持续改善，努力满足群众基本住房需求，推进基本公共服务均等化。
会议分组审议了市委常委会工作报告、全市经济社会发展工作报告，审议了《中国共产党北京市第十一届委员会第三次全体会议决议》(草案)、《中国共产党北京市第十一届委员会第三次全体会议关于递补市委委员的决定》(草案)。
郭金龙在总结讲话中指出，中央最近召开了十八届三中全会、经济工作会议、城镇化工作会议，习近平总书记分别发表了重要讲话，为我们做好各方面工作指明了方向、提供了遵循，也更加坚定了我们做好首都工作的决心。我们要把握好稳中求进的总基调，切实做好明年工作。北京仍然是发展中的城市，发展仍是解决所有问题的关键，但我们不能把发展简单化为增加生产总值，不能以生产总值论英雄。市委市政府综合研判，提出了明年经济社会发展的主要指标，经济增长目标确定为7.5%左右。我们要突出抓好创新驱动和产业结构调整，着力推动首都产业优化升级，巩固稳中向好的发展态势。
对于治理“城市病”，郭金龙强调，要直面矛盾，有敢打敢拼的作风，敢于啃硬骨头，敢于涉险滩，坚定不移推动工作向纵深发展。要进一步聚焦工作重点，系统梳理、综合施策，不断取得新进展新成效。各级党政一把手要亲自抓，切实做到守土有责、守土负责、守土尽责。明年还要结合总体规划十年评估，考虑总体规划修改，划定城市开发边界和生态红线，明确人口总量、城市规模、生态环境的控制目标，坚决遏制城市“摊大饼”式发展。
对于全面深化改革的各项工作，郭金龙指出，市委已经成立了全面深化改革的工作班子，要把握好中央的指导思想、总体思路、目标任务、重大原则，对于中央事权范围内的改革，我们不能抢跑，要争取有些改革措施在我市先行试点，对属于地方事权的领域，要积极主动地研究，做好顶层设计和具体实施方案。
对于维护首都和谐稳定，郭金龙强调，解决好民生问题，是从源头上实现和谐稳定的治本之策，要把解决群众关心的热点难点问题作为工作的出发点和落脚点，让发展成果更多更好地惠及全体人民。要时刻绷紧安全稳定这根弦，坚持下先手棋、打主动仗，深入推进“平安北京”建设，从源头上预防和减少矛盾发生。
郭金龙最后强调，做好明年经济社会发展和各项改革工作，需要进一步加强党的自身建设，保持和发扬优良作风。全市各级领导干部和广大党员要奋发图强、励精图治，努力创造经得起实践、历史和人民检验的业绩。要进一步强化群众观点和群众意识，始终把群众冷暖放在心上，尽心尽力为群众办实事、办好事、办难事。他还对做好亚太经合组织峰会准备工作和年底各项工作提出要求，强调要深入贯彻落实中央八项规定精神和市委实施意见，认真执行中纪委关于严禁公款购买印制寄送贺年卡、严禁元旦春节公款送礼、严禁公款大吃大喝的规定，加强自律。
