第一条来自天津市环保局网站和其官方微博@天津环保,内容是22号-25号天津将出现重污染天气,环境空气质量指数范围是210-330,经市政府批准,发布Ⅲ级重污染天气预警。而其对应的Ⅲ级响应强制性措施,明确要求从23号零点起尾号为3和8的机动车限行。
但随后来自天津市交管局的信息通知,限号措施暂不执行,这时已临近深夜。两边都是"权威"发布,信息却完全不同,这让不少天津市民犯了"嘀咕",究竟该听谁的?重污染预警应急信息应该如何发布?不同之间信息打架,公众该怎么办?
天津市民:说限号吗,也没有一个时间差,给大家一个反应的时间。
对于不少天津市民来说,这个问题从22日晚间开始就一直没能得到答案。就此,记者昨天致电天津市环保局、交管局等相关部门,几经转折,天津市委宣传部向中国之声发来一份回应。其中提到,按照规定,天津在达到重污染级别时,会由天津市重污染天气应急指挥部发布预警信息。按照规定,确实会在发布信息发布的第二天零时起,在限行区域实施机动车尾号限行措施,对违反限行规定的车辆将依法实施处罚。但因为22日是首次实施重污染天气机动车限行措施,考虑到广大驾驶员调整出行安排需要一定时间,因此天津在这次信号管理采取提示、劝阻措施,暂不处罚。
记者查阅天津市环保监测中心发布的相关数据显示,就在预警信息发布的第二天,也就是23日早晨天津的空气质量指数已经达到300以上,属严重污染,启动应急响应理所应当。有市民表示,如果检测到确实存在重污染风险,那就应当执行有效措施消减污染。政府有关部门需要做的,是将限行措施通知到市民,而非暂不限行。
天津市民:谁有车,有尾号3或者8,你就发短信可以通知啊,交管局你说不管群发也好还有什么也好,说了限就是应该限制,不能说了不算啊,那不行啊。
而对于市民普遍质疑的"为何两部门发布信息冲突",天津市在回应中并未给出明确理由。不过记者在此前的采访中了解到,目前各地针对重污染天气预警应急的机制都在建立磨合之中。河北省环保厅监测站站长谢剑锋表示,对于预警信息如何及时有效发布,各地都是"摸着石头过河"。
谢剑锋:整体上这个要求做起来,环保监测部门和气象部门的协商机制需要进一步建立,包括信息怎么发布,技术把关,专家意见,通过部门审批,然后最终形成政府决策,怎么再向社会发布,正在都在磨合之中。
为此,本月13日,环保部专门发布通知,要求各地建立空气重污染监测预警信息发布和报送制度。通知要求,空气重污染监测预警主体应是地级及以上城市人民政府,预案启动后,地级及以上城市环保部门每天要将应急预案启动时间、主要污染物变化范围、污染等级、污染趋势和采取的主要措施等情况报省级环境保护部门。环保部污染防治司副司长汪键此前就表示,预警应急是目前各地在应对空气污染问题上最需着力解决的问题。
汪键:在应急方面,要求各地必须确实要加大应急力度了,比如说重污染天气连续三天要超过300,那就是提前48小时采取措施,告诉老百姓三天单双号行驶,学校停课,所有重污染企业限产限排。
不过不少环保业内专家也坦诚,由于目前重污染天气预警需要考虑当地气象因素、污染物累积条件以及外来污染物输送等多方面因素,在监测及时及准确性方面还有待提高。
北京市环保局副局长方力:准确度跟咱们的气象预报差不多,如果说第二天是没有达到这种程度,我们办公室会按照正常程序解除。
国家行政学院法学院教授杨卫东表示,雾霾应急处置作为一项以前从未操作过的措施,势必会受到经验、技术等方面的局限。
杨卫东:就是因为应急管理本身特殊性决定的,它和常态管理是不太一样的,所以这种处置既能够有效解决问题,当然也会侵犯老百姓的利益,在这种情况之下,可能建立科学性就至关重要,不能够像天津出现这种乌龙的倾向。
事实上,根据记者了解到的情况,虽然对于重污染预警应急,此前各地并没有经验,但是目前环保部和不少地方都已经做出了详细的规定。比如环保部就要求,预警信息还应有统一的发布渠道。各省(区、市)环保部门要建立依托当地主流新闻发布平台和新媒体发布空气重污染预警信息的制度,通过广播、电视、网络和报纸等媒介,以及政务微博、微信等新媒体,必要时召开新闻发布会及时发布空气重污染预报预警信息。而天津市同样也有这样的要求,可是在22号当天,不少天津市民却反应,当时并没有及时通过这样的方式得到相关发布信息。
如何让重污染天气应急指挥第一时间发挥作用,有市民建议,应该协调为先。
市民:协调好了你就没有这个误会,两元化发消息市民听了就乱了,信哪个还是不信哪个,主要还是有关部门做好工作,细致一点。
杨卫东表示,尤其是对于对市民影响较大的措施,就应该按照目前已经作出规定的方式尽量多的方式和渠道进行发布。
杨卫东:就像限行这样的措施可能是越早越好,不禁越多越好,方式方法越充分越好,我们现在的技术我觉得应当没有太多问题。
从目前的情况看,重污染预警可能会在今后一段时间频繁的出现在我们的生活中,杨卫东认为,在雾霾预警应急上,政府部门不能先打折扣。
杨卫东:像雾霾这样新的事物,我们说是一个应急,但实际上它是一个不断的积累经验的过程,我想通过别的国家,通过其他事件当中能够积累经验,这应当是一个共识,一个地方或者一个政府部门不能因为说这是一个新生事物就降低水准。
其实大家都可以预判一下,像刚才说到这种极端恶劣天气可能还会时有发生,应急管理机制还将发挥重要的作用。那么在未来如何协调各部门之间行动一致?如何最大程度降低对公众生活的影响?可能需要很多政府部门好好动动脑筋。
