国家工作人员因公出国问题，一直是群众和社会关注的热点。为回应群众关切，山东省对厅局级以下国家工作人员因公出国“约法三章”，作出明确规定。
首先是降低总量，对出国人员的数量和次数严格控制。厅局级人员因公临时出国，原则上2年内不超过1次或1个任期内不超过2次；各市党政正职、政府副职和省直部门、单位正职确因工作需要，每年因公临时出国不超过1次；分管外事、商务工作的政府副职和外事、商务部门厅局级人员，严格根据工作需要进行安排。不得因人找事，不得安排照顾性和无实质内容的一般性出访，不再安排考察性出访。已离(退)休人员不再派遣出国执行任务。
针对以往“应邀出访”出现的种种乱象，山东省规定，除企业负责人确有必要专程赴国外处理本企业及其分支机构内部经营管理方面的重大事项外，其他人员不得应境外中资企业(含各种所有制的中资企业)应邀出访。不得接受海外华侨华人和外国驻华机构邀请，严禁通过中介机构联系或出具邀请函。
对出访团组人数、国家数和在外停留天数，作出严格规定。出访团组人员构成要“少而精”，符合任务需要，总人数不得超过6人。严禁通过组织“团外团”或拆分团组、分别报批等方式在代表团正式名单外安排无关人员跟随或分行。严禁派人为出访团组打前站。不得携带配偶和子女同行。每次出访通常不超过2个、最多不得超过3个国家和地区，非确有必要不安排跨洲出访。在外停留时间最多不超过10天。出访2国不超过8天，出访1国不超过5天。赴拉美、非洲航班衔接不便的国家的团组，出访2国不超过9天，出访1国不超过6天。
出国活动要节俭、务实、高效。出访团组出访任务必须严格限定在组团单位业务主管范围内，实质性公务活动时间要占在外日程的三分之二以上，团组应配备具有相应外语水平的专职或兼职翻译，严禁变相公款旅游，严禁安排与公务活动无关的娱乐活动。出访团组要严格按照规定安排交通工具和食宿，不得铺张浪费，不得乘坐民航包机或私人、企业和外国航空公司包机，用餐不上高档菜肴和酒水，住宿安排标准间。严禁向企业、驻外机构等摊派或转嫁出访费用。
山东省委、省政府特别强调，这一规定是对确有必要出国执行公务的最高限量，不能曲解为可以享受的因公出国待遇，不能据此要求轮流出国。
山东省对省级领导出国也作出严格规定：正省级领导、副省长每年出访不超过1次；分管外事、商务的副省长严格根据工作需要安排；其他省级领导1个任期内出访不超过2次或2年内出访不超过1次。
