在一些省份的政策率先出台后，有生育第二个孩子意愿的父母需要做哪些准备去申请呢？
杨文庄：夫妇双方如果户口不在同一个省份，但是只要任何一个省份实施了这一项政策，他们就可以申请再生育的审批了。符合单独两孩政策的夫妇可以携带户口本、身份证、结婚证和独生父母的光荣证，到当地街道乡镇的计生办去申请再生育，当地计生办也会对相关资料进行核实，在一定范围内进行公示然后就可以做出审批了。
国家卫生计生委副主任王培安此前曾表示，随着单独两孩政策的落实，近几年出生人口会有所增加，大概每年增加200万人左右，但是这一数字对各地富有保健机构而言也是不小的考验。
杨文庄：这一次符合政策的再生育人群中，很多的夫妇年龄比较大，相应出生的风险比较高，国家卫生计生委要求各地要加强计划生育基础服务机构和妇幼保健机构的建设，全面开展免费优生健康筛查工作。
