  两会,正在从现实走向更全球化的未来。


  3月3日,2016年全国两会正式在北京开幕。随着诸多代表委员提案的公布,已经可以肯定,这次两会上最具科技感的提案是关于无人驾驶和自动驾驶。全国政协委员、百度公司董事长兼CEO李彦宏和全国政协委员、吉利集团董事长李书福不约而同地在今年政协会议上提案,要求加快自动驾驶法规建设。


  但我们可以注意到,李彦宏和李书福虽然貌似“撞车”,但其实具体措辞上有很大不同:李书福使用了“自动驾驶“,而李彦宏的提案则使用了“无人驾驶”。


  在外界普遍看来,关于汽车驾驶方面的提案应该由车企提出,为何身为互联网企业的李彦宏提出了无人驾驶提案?难道仅仅是因为百度开始了无人驾驶汽车的试验?


  一个是无人驾驶,一个是自动驾驶,这两者有何区别?互联网企业与传统车企在思维层面上有哪些差异?这背后有着怎样的产业趋势?


  无人驾驶的自动驾驶,虽然有技术上的区别,但两大企业的老总不约而同聚焦于车联网的未来,这又能看到哪些“两会未来”?


  在我看来,无人驾驶的自动驾驶不只是两个词的差别,这背后既有传统汽车企业与互联网公司在思维上的差异,更是定位点的不同:如果说自动驾驶定位于一年后,那么无人驾驶则是定位于三年后的战略。


  李彦宏无人驾驶提案的背后,是互联网企业在未来大数据应用、人机交互等方面的技术创新,代表的是互联网企业在未来科技时代的价值,这一点是车企们尚无法做到的。


  如李彦宏提案中所说,国家需对无人驾驶汽车进行产学研顶层设计。无论是自动驾驶还是无人驾驶,这两位企业家的提案不只是为两会提案增加了科技力,更重要的是,提案的背后呈现出的是中国企业家与世界同步的全球化视野。


  而与全球同步背后的产业趋势,同样更值得业界关注。


  现实PK未来:产业界需要全球化大格局


  一个是互联网公司,一个是车企,李彦宏和李书福提出有关车联网未来发展的提案的确在情理之中,也是当前大势所趋。两人的提案正展现了中国企业家的全球化格局。


  众所周知,两会提案涉及国计民生,涉及政治经济各个层面,历来以务实思路为主。就以科技企业的提案来说,去年马化腾提出了“用移动互联网串联政府信息实现战略互联化”以及“保护互联网版权,促互联网+文化产业新升级”等建议,这些的确是需要解决的事,而且是非常现实的问题。去年李彦宏提出了用互联网提升医疗资源配置,解决民生中最为关注的看病难,这是“互联网+”的现实落地。


  今年马化腾也看到了医疗行业的问题,在其提案中有互联网医疗,也有共享经济、互联网生态安全体系等,这些提案是必要的,同样也是现实的,共享经济已经如火如荼,Uber估值已经400亿美元,中国如何发展共享经济已是当务之急。


  今年李彦宏既有解决现实问题的提案,如盘活专网资源、优化空域资源管理,但李彦宏的第一个主要提案则是一下子指向了未来,他提出了无人驾驶的政策法规建设。


  无人驾驶是全球性的科技议题,谷歌发展了几年的无人驾驶,但政策法规方面仍有更大的突破和进展。今年1月,美国运输部长宣布10年内投资39亿美元以促进无人驾驶汽车的发展。这一新政策将会给各州管制法律制定一个框架,逐渐消除过去阻止该产业发展的障碍和繁文缛节,但很明显,美国各州至今尚无明确法规支持无人驾驶,但其探索之意已经开始。


  无人驾驶的前景其实已经无须多言,面向“互联网+”的产业未来,其实中国与全球站在同一起跑线上,这也是中国的新机遇。如李彦宏的提案称,全球无人驾驶技术的发展正迎来新一轮热潮,主要发达国家都已采取多种措施支持企业开展无人驾驶汽车的研发和测试。


  李彦宏建议我国应从国家层面对无人驾驶予以重视,国家对无人驾驶技术的研发和产业化应用做好顶层设计和科学规划,加大资金支持力度,鼓励中国汽车企业和互联网企业合作研发、协同创新。


  从李彦宏无人驾驶提案的前瞻性来看,这其实正是推动中国与全球同步的思考。从这一点来看,我认为,科技界的企业代表应该在两会上更有全球化大格局,推动相关法规的建设,中国才更能抓住未来机遇。


  互联网企业PK车企:技术是高科技时代的核动力


  从全球化格局来看,李书福的提案同样是与国际企业的暗中较量。当前,奔驰、宝马等国际巨头都在相继进行自动驾驶的研发,已经自动驾驶的路测都已经开始。李书福的吉利集团自收购沃尔沃之后,沃尔沃在自动驾驶技术甚至已经走在了奔驰、宝马之前,这一时刻,李书福呼吁加快自动驾驶立法,其实也是参与国际竞争的需要。


  在去年年底召开的乌镇世界互联网大会上,李书福曾表示,吉利正在研究自动驾驶汽车。当时他称,吉利的自动驾驶技术既保留了司机驾驶的体验,又具备了自动驾驶的功能。


  所以,从表面来看,李彦宏和李书福两会提案似有“撞车”之意,但更细节来看,自动驾驶与无人驾驶,这两者的区别很大。自动驾驶,有人的参与,只是在很多时候,由汽车自动来完成驾驶工作;而无人驾驶,完全没有人的参与。无人驾驶的挑战性更大,涉及更多的人工智能、大数据等技术层面的问题,需要更多与互联网结合的技术创新。


  从产业趋势层面来看,无人驾驶的确需要由谷歌、百度这样的互联网企业主导,而自动驾驶在现在基础上加入互联网技术,这一领域则可以由汽车制造和设计层面的车企主导。


  李彦宏和李书福都有全球化的视野,都着眼于中国企业与国际巨头的竞争,但这其中的区别就是,无人驾驶代表着未来的黑科技,而自动驾驶则是更为现实的汽车产业发展方向。


  所以,两个提案背后,两个词的差别其实指明的是未来的产业方向:在车联网的发展中,有实力的互联网企业将扮演技术创新的重要角色。


  无论是未来还是现实,这两位企业家代表不约而同关于车联网高科技的提案其实更让人们看到的是,车联网的未来以及“互联网+汽车”行业对传统政策的挑战,在挑战面前,在机遇面前,中国应该如何赶上?


  技术创新PK政策:“预备-跑”才是根本


  去年3月28日,沃尔沃在北京实际公共道路上进行高度自动驾驶测试和展示项目,成为中国及亚洲首个面向媒体、公众和汽车界行业机构开展自动驾驶路试的汽车品牌。


  而百度研发的无人驾驶汽车已经于去年完成了城市、环路及高速道路混合路况下的全自动驾驶测试。百度高级副总裁及无人驾驶汽车事业部总经理王劲曾表示,百度的目标是三年实现商用,五年实现量产。在这期间,选择国内10个不同城市作为示范区进行商用,通过不断积累经验完成技术上的试验。


  可以说,无论是现实一点的自动驾驶,还是更未来的无人驾驶,中国企业在这一领域的进展已经与世界同步。


  但相关政策法规仍没有太大突破。走在全球最领先的谷歌其实也面临同样的问题。2月14日,在美国山景城,Google一辆无人车驾驶SUV在变道时与公交车发生相撞。这一事故之所以引发全球关注,在于Google承认其无人驾驶汽车是事故责任方。


  无人驾驶出现问题,谁来负责?现在来看,谷歌承担了责任。但无人驾驶如果真的商用,出了怎么解决?自动驾驶也同样如此。面对未来黑科技、高科技对传统法规的挑战,谁能解决?


  所以,李彦宏在无人驾驶的提案中建议,尽快修订和完善无人驾驶相关的法律法规,为无人驾驶汽车的研发、测试和商业化应用提供制度保障;建议推进无人驾驶汽车相关技术标准的建立和完善。建议积极组织开展无人驾驶汽车测试的试点工作。


  在谈到具体的自动驾驶立法的内容和制定时,李书福也建议,要研究分析我国现行的法律法规,识别并着手修改阻碍自动驾驶发展的相关条款;作为一项新的技术,自动驾驶的最终推广一定离不开用户的广泛接受;自动驾驶的发展要求全面考虑立法的相关产业政策等。


  如一些专家所言,要实现真正的无人驾驶,可能还要10年左右的时间,涉及环境感知、视听觉认知、人机交互等关键技术的融合。但中国企业与全球同步的技术创新已经开始,如果中国能更早地进行相关法规的探索与制定,在全球范围内同样是领先的战略。


  李彦宏和李书福的提案表面上看是落在政策法规制定,其实背后是技术创新和制度保障双重“预备-跑”。现在,百度、吉利都在进行与全球化同步的技术创新,此刻如果能出一些国家层面的产学研顶层设计方案,将会促进和方便更多企业做商业化运用,这既是产业未来方向,也是中国企业与全球竞争的关键节点,更是中国借高科技之力弯道超车的机遇。
