继2014年下基层担任广西平果县新安镇书记后，邓小平唯一孙子、31岁的邓卓棣职务再度发生变动。据平果电视台公众号“平果新闻”披露，平果县3月15日召开了旅游规划座谈会，邓卓棣以“县委副书记、新安镇党委书记”身份出席了会议。
邓卓棣2013年来到广西百色平果县，担任该县副县长，负责发展改革、物价、政府法制、农业农村、扶贫和重大项目等方面工作。媒体报道称，邓卓棣给人们留下的印象是知识渊博、能力突出，但为人低调、谦虚谨慎、勤奋好学。
2013 年年底，广西党委书记彭清华专程到平果县调研。当地传言是邓卓棣向彭清华请求“下沉基层”。次年2月份，邓卓棣获补选为平果县党代表。5月15日，百色市 委机关报《右江日报》一则题为《平果新安镇领导‘换位沉底’听民声》报道中，邓卓棣以镇党委书记的身份出现。官网显示，邓卓棣当时依然兼任“平果县副县长”一职。

韦周凡强调，我县有良好的自然 环境，我们要加快推进观音山民俗文化园、布镜湖国际乡村旅游度假区、动漫文旅综合区等一批旅游项目建设。着力抓好邓小平足迹之旅、敢沫岩通天河、鸳鸯滩等 一批重点景区景点提质升级。力争把果化镇、坡造镇建成全市旅游特色名镇。大力推介美丽平果“自驾游”、户外运动观光游、亲子教育欢乐游、健康养生休闲游等 一批特色旅游项目，进一步带动我县餐饮、住宿、购物、娱乐繁荣兴旺。
韦周凡强调，下一步我县要成立旅游开发工作领导小组，负责制定全县旅游发展规划，统筹推进全县旅游业快速健康发展。
黄志愿在会上指出，旅游产业离不开基础设施建设，我们要在景区景点围绕“食、住、行、游、购、娱”做好服务，完善各项设施建设，让游客玩得尽心、玩得开心、玩得流连忘返。同时在旅游业开发上，要加大招商引资力度，大力实施旅游精品工程，把平果的旅游推向全区乃至全国。
