马云炮轰WTO和TTP：国际贸易规则不应服务于政治 - WTO,

3月23日，在今天的博鳌亚洲论坛上，阿里巴巴董事局主席马云发表主题演讲，马云倡导建立新的国际贸易平台e-WTP，服务于全球占比80%的中小企业、年轻人、创业者和发展中国家。
马云首先谈到了WTO。他回忆说，2001年在参加冬季达沃斯时，中国刚刚加入WTO，担忧国外企业进入中国是“狼来了”，但是国际化趋势不可避免，必须拥抱。
“当时达沃斯论坛反对全球化的声音很多，这也让我很困惑，这种困惑一直延续到现在。”
马云现在的困惑是，在过去十五年国际化浪潮中，发达国家、大企业、跨国企业都获得利益，但是如何让年轻人、创业者获得利益，是巨大挑战。
马云认为，现在的国际贸易组织WTO、TTP等是由各国政府主导的，保护主义开始盛行，目前主要服务于政治。
带来变革的原因则是互联网技术的发展，马云称其影响力不亚于第一次工业革命，互联网和电子技术的发展让更平等的贸易、更简单的创业、普通百姓也享受国际贸易利益成为可能。
马云强调，当今世界变得更加复杂，国际间争论和对抗增加，而贸易是最好的沟通方式，不应该变成政治手段。
“国际贸易对中小企业的制裁不亚于平民轰炸。”马云表示，贸易是全球每个人的权利，我们应该打破贸易壁垒，让全世界占比80%的企业、发展中国家、普通居民享受贸易。
对此，印度尼西亚贸易部部长托马斯·拉蓬托表示赞同，他认为WTO目前高度监管、政治化，目前发展是龟速前行。
马云坦言，其所倡导的e-WTP是一个各国企业主导的开放平台，而不是组织，是对WTO等传统组织的互补，实现商品、物流、数据、普惠金融服务等全球全面共享，建设难度也不亚于当初WTO建设。
美赞臣营养品公司总裁兼首席执行官柯斯博则强调，e-WTP的建设依然离不开政府支持。

马云：非常高兴受邀参加博鳌亚洲论坛，主办方想让我用英文发言，但我非常相信顾客第一，因为在座这么多的中国人。
2001年我第一次去冬季达沃斯，那时候中国刚刚庆祝准备加入WTO组织，我们中国大家认为一个方面面临巨大的挑战，狼来了，外国的企业进入中国，外国的生产资料，所有的商品进入中国，我们把国外称之为狼，另外一个方面我们的中国企业认为，消费者认为WTO不可避免，我们必须去拥抱它，拥抱这个变化。但是去了达沃斯那一天很有意思我发现整个达沃斯游行示威抗议的人非常多，大家都在反对全球化，很多人认为全球化并非会对世界经济带来很多的好处，所以我带着巨大的困惑参加那次的会议，看到了无数次的示威抗议，我没有搞清楚，15年过去仍然没有改变，确实过去的15年世界贸易因为WTO组织的推进发生了天翻地覆的变化，15年以前中国人认为狼来了外国企业进入中国会把整个中国市场冲垮，15年以后外国企业认为中国这个狼来了，倒过去把他们逼跑了，15年以来我们看到另外的一个问题，发展中国家中小企业以及无数的年轻人并没有从全球化中获得巨大的利益，当然15年以来无数的跨国企业获得了巨大的利益，15年以来无数的大企业获得的巨大利益，如何能够让无数的中小企业、年轻人、妇女创业者可以从全球当中获得利益，这是一个巨大的问题也是一个巨大的挑战跟困惑，没有过去几十年WTO的努力，世界经济世界贸易不会发展到今天，但是遗憾的是WTO组织到今天为止的多哈论坛，谈到今天为止很好奇整个讨论政府部门在讨论，而企业家在哪里？真正的贸易商人在哪里？
我们如果这样继续下去，我们必须想办法改变现有的贸易状态，世界在发生巨大的变化，互联网作为这个世纪人类巨大的技术创新，它并不亚于第一次工业革命在英国爆发，第一次工业革命诞生了工厂，第一次工业革命诞生促进了海洋贸易，第二次工业革命在美国以能源为主的革命，促进了大公司大组织的发展，也建立了巨大的贸易条款贸易协定，今天全世界的贸易协定我们缺吗？我们不缺，结果贸易越来越难作，结果争论越来越多，结果是越来越多人的不高兴，而且我们今天看到如果人类不能运用好这个技术，如果第一次技术革命是释放人的体能，第二次技术革命释放了人们可以走得更远跑得更远，这次技术革命释放的不是手也不是脚，这次技术革命释放的是智慧，释放的是大脑，如何利用我们的智慧和大脑去解决人类在贸易过程当中发生的问题。
今天我们可以很清楚的看到，这个世界变得越来越复杂，人与人之间缺乏的信任，人与人之间缺乏的互相沟通理解，不同的文化都在不断的争论，不断的对抗之中，我认为贸易是最好的沟通，贸易是传载文化最好的地方，贸易可以让我们尊重理解不同的文化，而今天的贸易变成了政治的手段，今天的贸易变成了战争的工具，今天的贸易凭借的都是制裁，我本人非常反对各种形式的贸易制裁活动，特别是中小企业的制裁，我认为对中小企业的制裁无异于对平民的轰炸，我们必须把贸易回到贸易之中，贸易本身不应该承担更多的政治要素，贸易就应该有企业有政府有NGO组织，多方利益平衡建立一个新的贸易规则。
过去20年互联网不断的发展，把世界连接起来，把每个个人联系起来，无论谷歌也好无论facebook也好腾讯也好百度也好都试图把人连接起来，我们如果今天利用互联网把世界的企业和银行联系起来，基础设施联系起来，让每个人可以从事贸易，让每个人可以参与贸易，让每个小企业可以参与贸易，我相信这个才是我们这一代人必须要做的事情。
所以，我特别的希望在这个论坛上呼吁全世界建立一个eWTP，在这个上面我们专注于80%没有机会参与全球化的企业，我们专注那些小企业，专注那些发展中国家，如果过去的WTO原则也好，过去的所有贸易是帮助跨国企业，帮助发达国家，未来的30年我们应该专注于那些80%的中小企业，80%的发展中国家，80%的妇女和年轻人，让他们更有机会在这个平台上面，我的理解是不管你用什么，应该是消费者可以全球买全球卖，过去的贸易是大企业之间的规则，未来的贸易应该是商业之间的规则，未来的贸易是每个人有机会参与，无论你家里有一块地，你地里生产出来的农产品可以通过这个平台不是卖给自己村里，不是卖给自己县城，而是卖到全世界任何的国家，消费者有权利买到全世界的任何地方，贸易应该是每个人的权利，贸易应该每个人参与，无论白天有工作，晚上依旧可以贸易，我们认为应该打破所有的贸易壁垒，我觉得我们要共同去努力，建立这样的一个难度并不亚于WTO组织的建设，但是我相信今天我们已经具备了这样的技术，我们今天具备这样的年轻人，我们具备对世界贸易游戏规则要进一步完善的条件，大家知道两天以前阿里巴巴的GMV超过了3万亿，阿里巴巴在过去13年整个中国互联网基础设施并不完善，贸易条件并不完善的情况下，我们完成了三万亿的销售额，在短短的13年以内，如果13年几千个中国年轻人可以做到为什么我们不可以通过十年二十年的努力让世界的贸易平台变得更加的没有障碍。
所以，我希望也呼吁大家共同建立这个平台，不管你愿意不愿意，你同意不同意我们必须去改变必须去创造一个新的平台，在这个平台上面我们不再是互相的争论，我们这个平台上分享贸易分享文化，在这个平台上面我们可以增加各国之间的理解，这个平台上面全世界的年轻人找到自己的机会，所以这个是我今天想提出的看法，在这个里面我们不仅推进整个平台的技术，还要推进普惠金融，普惠金融制度可以使全世界的年轻人都可以受益，我们需要互联网把全世界的企业联系起来，我们需要数据可以让全世界每个人都享有一个公平交易环境，我们让每个人可以使用好所有的物流体系生产制造。
世界已经发生变化，我们不能为昨天而争论，我们也不可能恢复到昨天的辉煌，只有建立明天，只有让80%昨天没有得到机会的人得到机会，这个世界才会更加美好。
我希望在博鳌论坛所有的年轻人所有的中小企业一起，跟所有发展中国家一起，我们不是颠覆谁，我们不是去反对谁，我们需要共同努力建立一个新的贸易平台。谢谢大家！
