　　既要干事，又要干净，是林铎赴任哈尔滨时对自己提出的要求。接受采访时他坦言有三件事还没解决好，一是没有足够办法让市民收入较快增加；二是很多困难市民住房状况还非常差，政府解决得还不够好；三是城市公共服务的能力和水平，比如供热、公交等，政府运营这些设施的水平还达不到市民的需求。“这三个问题相对令我头疼一点。而我们最后通过努力，把这些事情解决了，市民的幸福感幸福指数会大大提高”。在林铎离任时，哈尔滨连续两年在市(地)经济社会发展主要责任指标考评中位列全省第一。黑龙江省委书记王宪魁在通报林铎离任的会议上，也评价哈尔滨“改革开放活力增强，发展质量稳步提升，城镇化建设步伐加快”。
