作为国内知名度与论文载量均排在前列的中文数据库，中国知网从1999年建立至今，一直都位列国内各大高校图书馆的数据库选择名单中。然而，近年来知网的大幅涨价让很多学校吃不消，不仅北大因为费用涨价暂停续订，国内不少高校也都曾遇到此类问题停用过知网。
对此，知网相关部门负责人在4月6日接受中国青年报·中青在线记者采访时表示，“这件事我们很重视”。该负责人表示，公司长期以来在行业内十分重视信誉问题，“我们是能站得住脚的”。
北大因知网涨价暂停续订
“知网要是停用了，我的论文可能就要难产啦。”北京大学大四学生吴倩（化名）称。

在北大的四年，吴倩对中国知网的使用频率早已超过谷歌、百度等搜索引擎，在她上网浏览器的导航里，排在第一的就是中国知网的网址。吴倩说，除了每个学期都有课程需要写论文，做课题展示要在知网上查文献，她日常查专业知识，也都在知网上进行。“有问题，找知网，周围很多同学都有这一习惯。”
不少师生向记者表示，停用知网对他们的学术研究工作影响很大，知网包含很多独家期刊资源，不少师生只能向同学、同事借用其他学校的知网资源进行文献阅读。
而在北大博士林安骅（化名）看来，虽然各个学校在停用后都推荐了其他数据库使用，但目前还没有某一个数据库能够完全取代中国知网数据库。如果北大停用知网，会对他的学术研究造成一定影响。“用户对知网的依赖程度越来越高，可能是导致中国知网的议价地位上升的原因之一，知网有点将学术界共同创造的知识财富垄断为己有的意味了。”
此后，北京大学的校内微信公众号“燕园每日话题”发表文章对校内的其他数据库资源进行了盘点，一些同学留言也表示愿意尝试。
通知发布当天，中国青年报·中青在线记者联系了北京大学图书馆，据北大图书馆资源建设部相关负责人回应，与往年相比，今年北大的知网合同到期续订过程中，知网的购买费涨价过高，超出了图书馆每年购买数据库的预算限额，对购买其他数据库的费用空间造成挤压，目前学校与知网双方还在进行谈判。
而对于谈判进程及何时能回复开放知网资源，该负责人表示目前仍在与知网协商，不方便透露具体细节。此外，北大图书馆希望最终能和知网双方就价格问题达成共识，保障学校师生的权益。据悉，北大此次暂停知网合作并不是第一次。据了解，此前北大图书馆也曾停用过知网的外文数据库。
4月1日，北大图书馆发表声明称：“我们仍在与同方知网（北京）技术有限公司进行谈判，努力坚持争取到合理的条件，不向商家过分的涨价行为轻易妥协。”声明中还提到，经协商，目前同方知网（北京）技术有限公司承诺，在续订谈判没有结束前，不会中断北大图书馆所订购“知网”系列数据库的访问服务，师生可继续使用。
一年涨幅最高超50%，多地高校曾因价格问题中断与知网合作
事实上，因知网停用引发师生查文献不便的情况不是第一次出现，中国青年报·中青在线记者调查发现，在山东、云南、湖北、安徽、河北等地，很多高校都出现过停用知网又再次重启的情况。
2016年1月，武汉理工大学的师生接到了知网停用的通知。武汉理工大学对此解释：“由于续订价格涨价离谱，我校与中国知网（CNKI）公司的谈判非常艰难，虽然中国知网数据库的全文下载暂时暂停了，给读者带来不便，但是维护学校权益的谈判同样重要，学校将及时跟踪谈判进展，及时通告谈判结果。”
在停用通知上可以看到，武汉理工大学图书馆称，2000年以来CNKI公司对该校的报价，每年价格涨幅都超过10%，特别是2012年涨幅高达24.36%，从2010年到2016年的报价涨幅为132.86%，年平均涨幅为18.98%。不过，1月22日，该校在其官网的图书馆公告中通知已正式订购并恢复开通中国知网数据。
安徽省某重点高校图书馆负责阅读推广的相关负责人也向记者表示，“为了能够恢复知网，当时我们还把学校其他的小型数据库砍掉了不少，才凑齐了购买知网的经费。”
在该校官方微博上可看到，去年1月到3月，该校也因涨价过高曾停用过知网。该负责人提到，迫于师生压力，图书馆不得不重新与知网进行谈判，来回拉锯谈了6次，知网才在原来的价格上降了一些，并且附赠学校一个数据库子库，双方才最终达成续订共识。
该负责人称，师生对知网的依赖程度很高。他提供了一组后台数据，从去年4月1日截至到今年的4月1日，不算外网和VPN渠道，仅通过学校的官网门户进入知网的点击率就高达21万次，是学校的43个数据库中点击量最高的中文数据库。
河北石家庄市某高校图书馆在4年前也停用过两年知网，图书馆李馆长说，知网每年都在以10%的涨幅向学校报价，且所报价格均是“死数”，没有一点谈判的余地，“维普和万方的数据库价格都只是知网的零头，学校购买十年维普数据库使用权的费用还没有知网一年的高。”李馆长说。
据记者了解，自2013年年底，几乎云南省高校图书情报工作委员会旗下所属的近十所省属重点高校，都停用了知网。
据当时代表云南大学参与与知网联合谈判的前任图书馆馆长万永林介绍，云南大学作为综合类大学，为满足学生需求，知网的所有数据库几乎都需要购买。2014年知网对云南大学的报价一下从原来的40万高至70万，图书馆不得已暂时停用了知网。
从2015年开始，云南多所高校迫于师生需求的压力也都陆续和知网进行重新谈判，自行购买了知网的使用权。3月初，云大的知网恢复使用，但学校图书馆数据库知网那一栏的备注下面多了3个字“试用期”，试用期限为2016.3.10~2016.5.9。
云南民族大学图书馆的负责人介绍，西部地区的高校，电子资源和图书馆的使用经费相对比较有限，购买知网的费用每年都在学校的图书馆经费中占不小的比例，部分云南的普通院校、专科院校甚至能占到50%，而民大作为省属重点建设的院校，每年购买知网的经费也占了图书馆总经费的20%。
对此，知网云南销售负责人程旭曾表示，从2003年开始，知网出台了针对西部的扶持计划。转眼扶持计划运营十年，云南“不论是GDP还是教育经费投入都已经有了大幅提升”，故知网开始与各高校协商要在2～3年内逐步恢复到“略低于全国平均水平”的购买价格。
知网：成本提高导致价格上涨
对于北大暂停知网服务及多家高校反映的定价过高问题，知网总部相关部门负责人表示：“我方并没有对任何一家高校停止过服务，我们也是通过北大的声明才了解到这一消息的。”
部门负责人表示，知网作为高校的服务商，也是期刊资源的采购方。“我们很多资源都是独家的，还有很多高成本的外文资料，这个就导致了资源成本比较高。加上这几年人们的版权意识也在不断提高，好的期刊资源价格也上涨了，加上公司的其他成本，我们的报价也就随之上涨”。
部门负责人说，对于知网来说，版权成本是“大头”。长期以来，知网一直严格要求自己，与竞争对手相比，知网一直很注重版权保护，并与期刊签订正式合作协议，“这些合同和版税我们都是要跟他们支付的，但是有些公司根本不重视这些问题，甚至有一些盗版行为”。
而对于一些不良期刊，知网也有严格的筛选流程，避免影响数据库质量。部门负责人称：“优质资源肯定跟普通资源是有区分的。”此外，她表示，这个行业的竞争环境本来就不太好，知网本身也遭受了很多侵权行为。
部门负责人表示，如今，100%的“211”“985”高校都在使用知网资源，高校可以按照自己的需求，按学科、专辑等分类方式进行购买。

而一些专家认为，知网涨价最主要的原因可能与其所拥有的论文期刊独家版权和独家网络信息传播权有关。
中国政法大学知识产权中心特约研究员赵占领认为，论文资源并不属于政府指导定价的公益商品，价格可以通过市场决定。目前知网不断涨价的行为属于一种版权运营模式，如果其没有拒售商品或以非正当理由对不同的交易对象差异定价，就暂不涉及违法行为，但若过度滥用市场支配地位，限制其他同行发展，工商部门也可介入调查。
赵占领建议，从高校师生需进行学术交流研究的角度考虑，如果学校购买数据库的负担确实重，国家图书馆和其他公益性机构可“中和”协调，由他们统一与学术期刊谈合作，多建立一些论文数据库供有需求的人使用。但赵占领也提到，学术期刊有自身的生存压力，也需获得更大的价值，如果要建立更多的公益数据库，还需付出更多的努力。
