论坛活动由国家工商总局和陕西省人民政府共同主办,国家工商总局商标局、商标评审委员会、中华商标协会、陕西省工商局承办。论坛上,陕西省工商局局长王吉德做了专题演讲。

他指出,据统计,2015年底,西北五省区有效注册商标总量比2008年增长了323%,驰名商标比2009年增长了531%;西安、乌鲁木齐、天水、西宁、灵武跻身国家实施商标战略示范城市行列;洛川苹果、库尔勒香梨、三江源、佛慈、中宁枸杞等驰名商标、著名商标和地理标志商标享誉海内外。

但西北五省区实施商标品牌“走出去”战略瓶颈依然存在。尽管中国很多商品数量都是世界第一,但价值上却未必如此。比如中国眼镜超过60%产品走向国外,并占领世界低端市场80%份额,为外国品牌做“定牌加工”,一副眼镜出口价格只有3到5美元,但贴牌的眼镜价格却可以达到70到300美元

即使掌握了生产的核心技术,但营销上没有形成自己的品牌,仍要受制于人,难以摆脱“打工者”的地位。截至目前,西北五省区在国家工商总局通过驰名商标认定进行扩大保护的商标数量只有303件,低于浙江一省的驰名商标数量。

王吉德表示,下一步,全省工商系统将以建设“品牌陕西”为载体,整合政府、企业和社会等各方力量,积极推动“陕西制造”向“陕西创造”转变,进一步扩大陕西商标数量,提升陕西商标质量,促进陕西品牌企业走出去,强化商标专利权保护,为陕西经济提质增效做出积极贡献。

论坛上,中华商标协会围绕“品牌+旅游”、“品牌+农业”、“品牌+广告”三个专题分别与陕西省旅游协会、陕西省农业产业化龙头企业协会、陕西省广告协会集中签订战略合作协议,陕西省工商局与中国商标品牌研究院就推进陕西商标品牌战略实施签署合作协议。
