征询意见稿规定，广州市客运出租汽车车辆必须符合相关技术管理规定，其中必须具备客运资格证信息显示、电子支付（含公共交通电子收费）、全球卫星定位、导航、调度管理、电召、语音播报、与终端后台系统语音通讯、音量调节、录音、视频监控及录像、收音机、服务评价、人脸识别、车辆防伪智能顶灯控制、重力座位传感信号接入与统计等功能的车载终端，并接入交通行政主管部门的统一监管平台；车载终端应具备与视频监控摄像头、车辆防伪智能顶灯、重力座位传感器等信息设备对接的接口。
车内配置不少于1套录音设备和3路录像设备，录像范围应至少覆盖前、后排座椅（如车内有防劫网，会存在局部遮挡）、前排副驾驶侧车窗及行李厢内区域；录音、录像设备安装不得影响驾驶及乘车安全；录音、录像数据须同步，且在本地存储的容量可满足录像存储不少于7天，并实时接入交通行政主管部门的统一监管平台，实现远程查阅、导出；使用录音、录像数据时，应当按照相关规定确保信息安全，保护司机和乘客的个人隐私。
