南宁遭大暴雨袭击：地铁浸泡 2人被困涵洞遇难
中新网南宁6月4日电  (记者 杨志雄 黄艳梅)受高空槽和弱冷空气共同影响，6月3日下午起广西首府南宁市遭遇大暴雨袭击，导致多个地段出现不同程度积水和内涝，地铁1号线百花岭、佛子岭站被雨水浸泡，2人开车被困涵洞不幸遇难。

　　南宁市气象部门介绍，受高空槽和弱冷空气共同影响，3日下午开始，南宁市自北向南出现了暴雨到大暴雨，并伴有雷电及局地8级大风的强降雨过程，最大降雨出现在南宁城区站，达188.7毫米，仅次于2012年8月22日的196.1毫米。南宁城区43个自动站平均雨量115.5毫米。1小时最大雨强达到79.6毫米，为20年一遇的降雨强度。

　　南宁市官方4日通报，受6月3日晚强降雨影响，南宁市辖区内青秀区葛村涵洞、恒大苹果园、长园竹园路口、会展青湖路口、茅桥长堽路口等15处地段出现不同程度积水和内涝，地铁1号线百花岭、佛子岭站被雨水浸泡。

　　险情发生后，南宁市公安、消防、城管及相关城区等救援力量迅速抵达百花岭地铁站进行抢险，南宁轨道交通集团也启动《特殊气象及自然灾害专项应急预案》，并迅速出动抢险队。广西壮族自治区党委常委、南宁市委书记王小东，南宁市长周红波等官员到百花岭站及高坡岭路现场察看积水情况并部署抢险工作，强调各级各部门一定要高度重视，全力以赴开展抢险工作，进一步加快排水除涝进度，确保人员安全，确保设备安全，确保轨道交通按期通车。

　　在南宁市青秀区葛村路涵洞口，由于该铁路桥底因排水系统未完善，下雨之初，城区市政维护人员及内涝点值守人员于3日晚21时43分进行人工手动抽排。后由于降雨过大，大水漫过供电箱，导致水泵无法供电，无法进行抽排水作业。截至当晚22时34分，水位上升至2米，青秀区立即采取安全应对措施：城区市政维护所、建政街道办分别在涵洞口两端(葛村路、长罡路)设置警戒线，摆放安全提醒标识(反光锥筒)，同时与交警部门联系，请其派员到位协调指挥交通。

　　根据南宁市青秀区官方的通报，3日晚22时56分左右，一辆白色小轿车(桂AQ3423)从长堽路金牛桥夜市往葛村路方向，不听从值班人员劝诫，强行冲过警戒线，在葛村路涵洞下溺水。街道值班人员和附近热心群众立即下水开展救援，但因车辆冲出距离较远抢救不及。车上一男一女自行爬出车厢后很快溺水失踪。值班人员当即报警，消防人员于23时29分到位开展搜救。

　　当晚23时40分，南宁市及青秀区相关部门、辖区街道官员相继赶到现场，彻夜组织开展相关抢救工作。市政部门等组织3台大功率抽水机开展抽水，消防队员运用冲锋舟进行搜救。因暴雨持续不断，致使水位逐渐上涨，消防队员搜救未果，现场搜救指挥部根据涝情，及时调遣专业救援人员(蛙人)进行专业搜救。

　　通报称，经过多方努力，6月4日9时20分，葛村路涵洞水位有明显下降，被困车辆被拖出。10时10分，两名溺水人员被打捞上来，经法医鉴定已经死亡。
