IT资讯讯 6月16日消息，由腾讯公司主办的中国“互联网+”峰会今天在北京召开，会上腾讯公司董事会主席兼首席执行官马化腾进行了主题为“互联网+指数意义及宏观数字经济构图”的演讲。

马化腾在演讲中表示，过去的一年中，“互联网+”让通信、金融、零售、O2O、交通领域都发生了巨大的变化。尤其是O2O领域，竞争中产生了很多推动发展的契机。

马化腾阐述了腾讯的定位，“我们希望提供连接器的基础功能和组件，把服务和用户连接起来，把政府拥有的庞大的数据开放出来，解决最后一公里，和用户对接起来。其实各地政府在过去十几年做智慧城市已经具备了很强大的数据基础，就差最后一步的开发，这方面是大有可为的。”

马化腾称腾讯会格外关注的几个方面包括云服务、地理位置信息LBS和安全，会上还发布了2016年中国“互联网+”指数榜。

《“互联网+”时代的连接升级》

尊敬的任主任，尊敬的两位院士李院士、邬院士，以及陈副市长，以及各位嘉宾，欢迎大家来到“互联网+”峰会的论坛现场！我的同事告诉我，今天在场的有超过800位的政府官员、专家学者，以及我们的合作伙伴，还有我们的媒体朋友，而且我的同事告诉我说今天上午一票难求，以至于他的微信名字都改成了“没票”，但是我们下午有四场论坛可以容纳更多的朋友来参加。因此，我们特别珍惜现在和大家交流的机会。

我记得，刚才主持人介绍，去年我们办第一届“互联网+”峰会的时候，当时离去年两会提出“互联网+”行动纲间隔的时间非常短，经过一年多时间的准备和筹备，我们有更多的、更充足的一些“互联网+”领域的成果和大家进行汇报。

去年我更多的提“互联网+”是用“工业革命”这样的比喻，比如我们一二次工业化蒸汽机时代以及电气化，我们这次是第三次工业革命之一的组成部分，就是信息能源。我们把互联网当作一个各行各业都可以积极拥抱的能源的形式来理解的话，我想我们所有的行业都应该更加清楚的看到互联网不是一个和它无关的新经济、新领域，而是一个息息相关的你必须拥抱，否则你就会落伍这样一个新的领域。

从这个角度我们可以看到，过去一年多的时间在好几个重要的领域，比如在通信、金融、零售、O2O、交通领域发生了巨大的变化，我也想跟各位简单的分享我观察到的一些情况。

就我们所处的“互联网+通信”的传统电信领域来说，运营商已经非常的拥抱像微信等等新生代的数据为主的一种互联网通信的方式，而且合作得也非常好，整个传统电信业从话音、短信为主转向以数据消费为主，这样的商业模式已经顺利的过渡。过去的摩擦已经不复存在，我们现在是联手一起展望未来的发展。

但是我们一年多来也看到，在这个领域也会产生很多其他的接踵而来的社会问题，包括不良信息的传播，因为通信平台流转得非常大。这给我们带来一个很大的责任感和压力，信息的流转、安全性，包括媒体这么一报道，我们昨天晚上和今天早上还与团队部署的一个，在这个平台上滋生出一些涉赌有关的不法行为我们怎么打击，这些都是“互联网+传统通信方式”带来的新问题。

金融方面，互联网金融发展的很好，但是也出现很多打着“互联网+金融”创新旗号，但是是非法集资的情况也在接连发生。这些都是我们要特别关注，特别警醒的一些问题。

更不用说O2O了。我们在座的合作伙伴都是我们在线上、线下结合，O2O领域的佼佼者。可以说在去年和今年这一年半的时间里，整个中国O2O发生了巨大的变化。我们看到，不管是在58赶集分类广告领域，也包括美团、大众点评等这些领域都发生了很大的变化。这个变化在震动中产生了很多推动变化发展的契机，旅游行业的携程、去哪儿、艺龙等等产业都在发生融合。

在“互联网+交通”领域更加是我们目前竞争最激烈的一个垂直领域之一。从过去滴滴、快的激烈的竞争到合并之后又跟Uber（优步）在市场上长达一年多的竞争，我们可以看到这个产业还在高速的发展，但同时我们也看到，从政策角度也是遇到很大的挑战，比如“互联网+交通”怎么面对传统出租车，以及出行领域的这些政策法规上的问题怎么解决？遇到冲突怎么办？

我在前不久贵州大数据的一个会上和总理交流，我就大胆的提了个建议说，当时我们拿自身和阿里巴巴的案例做对比：如果在十年前，淘宝的小店主、店家因为没有营业执照或者不能开发票而被政策完全清掉，那可能就没有今天的阿里巴巴了；如果五年前微信诞生的时候，因为简单地认为这个冲击了运营商，通信受影响而出台政策把它直接关闭，就没有今天微信的市场。所以，总理也非常认同说，我们在看到新生事物的时候可能更多的要看一看，对于暴露出发展中的问题，要想办法解决。所以，在“互联网+”时代其实挑战很大，会遇到很多的困难。

过去这一年以来，在城市服务和公共服务方面也有很大的进展，各地政府，经信委、发改委都非常支持，我在去年到今年跑了十几个省，积极地推动“互联网+”的方案，也讲了很多场课，跟很多官员介绍这个概念，它有什么好处，等等。可以说一年过来，我们看到有很大的进展，我们看到在公安、税务，还有很多领域，包括医疗卫生、教育等等领域都有很多的成果出现。我们在我们众创平台里还看到诞生出了很多垂直领域的创新公司，因为互联网+各行各业，每个行业的知识都非常复杂，都非常深。在这个领域里诞生出了很多垂直领域的合作伙伴，在座很多合作伙伴都是做这方面工作的。

我相信“互联网+”其实在未来是有很多创新机会的。我们腾讯应该做什么，不应该做什么。在这种大环境腾讯的定位很清晰，我们是做连接器。我们希望我们提供一个连接器的基础功能，基础的组件能够把服务和用户连接起来，以及把政府拥有的庞大的数据开放出来，解决“最后一公里”，和用户对接起来，其实各地政府在过去十几年做智慧城市已经储备了很强大的数据基础，就差最后一步的开发，这方面是大有可为。

我们也在思考，比如在合作伙伴的大会上我也在分享，腾讯应该更关注什么，做什么，而不该做什么，我思考了一下大概有几方面。

第一是云服务。腾讯在云方面一直非常强，但过去，我们只是服务自己内部的产业和内部的系统，并没有把它开放出来，在今年会彻底的开放我们在云方面的能力。同时把它商业化，包装成好的产品，给社会，给政府，给合作伙伴。

第二是地理位置信息LBS。LBS是在未来移动互联网时代和下一代的人工智能时代是非常重要的一个环节，它是一个基础设施，它本身不是一个业务或者有很大收入的业务。腾讯在地图方面的投入，包括我们和合作伙伴滴滴，它每天有上千万的出行，实时的交通数据，数百万车辆实时地理位置信息的汇集，以及包括京东每天数百万单的送货、物流，还有干路上的物流都有庞大的地理位置信息，他们既是LBS信息的消费者，又是LBS信息的生产者，更不用说像美团、58他们有遍布全国数十万商家；包括外卖、快递等等这些服务，深入到小巷里鲜活的地理位置信息他们都可以共建、共享以及共用这个基础设施，这是一个非常有未来的基础设施。

第三我们还关注安全。我们五年多来立志在安全领域不惜代价的长期投入。在移动互联时代，我们手机端的安全服务得到了业界的认可。就在两天前，苹在的WWDC大会上，对腾讯手机管家的骚扰拦截模块进行了官方唯一推荐。这是对中国，以及对腾讯安全团队的一个极大的认同。以后大家在苹果手机上就可以直接过滤掉一些垃圾短信和推销的电话营销，以前是没法做到的。我们还有很多领域都要关注基础设施，包括支付等等。

今天我们的大会将会推出一个很重要的环节就是我们“互联网+”指数，去年的时候我最后提到我们希望跟各地经信委合作，能够用更科学的方法编制“互联网+”指数，能从各行各业、各维度汇集各地的信息，能够给各省、各市，甚至各个区他们在各行业拥抱“互联网+”的指数方面能够有一个更加数字化的表现，这样在各地推动的时候会有一个抓手。今天我们将会宣布这样一个“互联网+”指数。

腾讯庞大的数据，包括公众账号，它其实已经包含了各行各业的资讯，但是我们觉得还是很不足够。因此，我们跟业界的这些老大们，像老刘、老姚、王兴等等，包括滴滴，我们在微信里我单独跟他们沟通，你看在零售领域、电商领域、交通领域、O2O生活方面，我们没有最鲜活的数据，能不能把你们的数据一起共享出来；我们去年在不同的城市，在不同的领域，你们的数据怎么样，能不能一起融合，通过加权智能分析得出一个能够最反映中国现状的一种数字化GDP的全景图。

我开始觉得不一定做到，因为我怕出来的数据非常不可信，但我们团队经过几个月的努力，我觉得今年应该还是有一定成果，但是未来我希望能够做得更加实时化，甚至以后每一天都会看到各地鲜活的变化，能够更加快速的推动我们的“互联网+”的发展。

我就不多说了，因为下午还有四个论坛，以及等下我们团队还会更多的阐述刚才提到的“互联网+”指数。
