案情——

2013年12月，经营房地产业务的高某提议成立公司，通过P2P网络借款形式吸收社会公众资金用于生产经营，获得其丈夫张某、朋友刘某及王某飞的同意。高某遂指使王某飞担任法定代表人注册成立“山东上咸投资有限公司”，聘用刘某担任运营总监。

随后的一年内，高某夫妇让刘某负责招聘并培训员工，在互联网开设“上咸BANK”网站，通过印发宣传期刊、网站和微信平台公开宣传等形式，承诺高收益，保证投资安全，套用P2P网络借款模式，以王某飞个人银行账户设立收款资金池，向社会不特定公众吸收资金。

为欺骗更多的投资者，高某提供虚假借款人并由刘某上传至“上咸BANK”网站，使用他人银行账户将资金转给本人进行生产经营。

经审计，高某4人共向3000余名投资者非法吸收公众存款2亿余元。目前，高某4人已被检察院批准逮捕，案件已向法院提起公诉。

骗术——

与了解的跑路失联的其他投资公司不同，很多被吸款人都觉得该公司很正规：员工用的都是苹果电脑，每台至少1万元，墙上挂着价值几十万元的名画，连办公用的钢笔都是每支上千元的进口派克笔。直到案发后，他们才知道，这些“高大上”的办公场所和用品都是高某等人租来的。

利用被吸款人跟风、争抢心理，设置“秒杀”投资项目。在该网站的多个群里有数千名被吸款人，员工平均每天在群里发布五六个投资项目，通知非常简短，即“几月几日几点几分某项目开始进行投资”。信息发布后，投资者多数情况下根本没有时间询问，等回过神来项目已被秒杀一空，就算有钱也无法投资，“有时甚至比双十一秒杀更疯狂”。此时，很多投资者担心的不是投多少钱，而是能不能投得上。
