  “常氏联通”十一年

  2004年,常小兵赴任联通,有人用“时运欠佳”来形容。



  当年通信业高层大换岗,没有任何移动网络经验的常小兵被调到联通,管理移动网络。原中国联通总裁王建宙成为中国移动总经理,中国移动(香港)公司CEO王晓初则出任中国电信总经理。


  相比另外两位,常小兵拿到的是一副烂牌,中国联通盈利能力是当时几大运营商中最弱的,且暗藏GSMCDMA两张网络互搏的难题。


  在电信分析师付亮看来,当年的移动需要人做江山,王建宙正适合。而当年的联通需要人闯江山,低调又偏技术派的常小兵显然不适合。


  常小兵执掌联通后,采取策略把重心放在改善经营状况上,极力降低双网运营的负面影响,减少对CDMA网的投入和对终端的补贴。同时在2005年,中国联通进行了跨度10省市的多名联通高层互换。


  据当时媒体报道,刚上任联通那段时间,常小兵也颇为勤奋务实。“在黑龙江、山东、湖北等地,人们常常看到常小兵忙碌的身影,他希望通过实地调研来掌握一手资料。通过接触各地政府领导来为公司发展创建一个相对较好的外部环境”。


  但终究遗憾,在联通双网互博的问题上,常小兵历时几年都没能圆满解决。直到2008年将CDMA网络甩给中国电信。


  八年集权


  2008年,中国电信史上又一次大重组。联通与网通合并,移动吃掉铁通,电信收了联通的CDMA网络。


  所不同的是,移动和电信都是以大吃小,唯独联通与网通是同体量的两大企业对等合并,只得硬往嘴里塞。


  刚甩掉两网互博的包袱,又扔过来一个两强融合的难题。电信业这次大洗牌中,常小兵还是没摸到一把好牌。


  常小兵的旧部,原联通区域高层对公司秘闻君说,2008年以后的新联通是一个相当难搞的综合体,它曾合并过国信寻呼,又合并了网通,而网通此前又合并过小网通、吉通,这里有来自五湖四海的人,内部文化不同,一盘散沙,尤其缺乏凝聚力。


  “比如干部任命上,老联通和网通的融合经历了长久的磨合,经常出现这边派总经理,那边派副总经理上任的尴尬局面”,有业内人士称。


  即使到去年底,中央巡视组进驻联通查案时,联通内部各怀心思的“企业特色”依然明显。巡视组共收到内部举报信多达2000多件,还有大量短信举报,内容涉及400多名处级以上干部。


  要管理2008年以后的新联通,要坐稳位置,当时的常小兵开始搞“集权”、“一言堂”。上述原联通区域高层说,那个时期的联通慢慢养成了集权的体系,在用人、企业文化方面都出了问题。“也可能就是在这段时间,高度集权的常小兵有了犯错误的空间”。


  2014年8月,中国联通集团公司副总经理、三大运营商最出名的营销大将之一李刚离职,其身边4位亲信也相继跳槽。李曾在2013年底联通人事调整中被调职,不再分管市场,转为分管技术部、国际部、监管事务部、联通学院等。前述人士称,李刚亦是受不了集权被迫出走。


  后来对于李刚辞职,常小兵曾有过表态,称属其个人行为,无关于利益问题。“高管跳槽让媒体议论纷纷,只能说是媒体的大惊小怪”。


  付亮说,常小兵用人上或许有问题,但常氏联通最大的问题是,内部抵触因素太多,很多问题没有理顺,常要解决这个问题,就容易出现个人决断上的偏差。


  错失4G


  2008年以后的联通,内部依旧复杂,外部迎来新机遇。苹果引发的智能手机革命,让3G在中国获得大规模发展。这一次,常小兵和中国联通都抓住了机会。


  联通在3G时代快速崛起。到2014年,3G收入已成其第一收入支柱,并让中国移动感到压力。期间,常小兵提出“六统一”策略,覆盖品牌、产品、资费、渠道、服务以及终端和产业链合作等六大方面,打破各省市条块分割、各自为政的格局,加强了总部集权。与此同时,中国联通对新事物也尤为前瞻,率先与微信合作、率先试水定向流量收费。


  不过,紧随其后到来的4G时代,联通却遗憾错失。当年联通3G已经做的相当好,完全有条件提前启动4G,但常没做。“3G4G,常小兵几乎失算,这是他最大的错误。”前述联通区域高层说。


  从结果来论,中国联通在三大运营商中依然是形势最严峻的一家。中国移动4G用户继续高增长,中国电信的3G/4G用户增速有所放缓,截至2016年1月的数据,联通连续12个月移动用户数减少。


  2015年8月,联通新任董事长王晓初甫一上任即宣布全面停止3G扩容,全力发展4G。12月29日,常小兵被调查第三天,中国联通即召开年度工作会议,总部、分公司一把手全部到齐,无一人缺席,打破了联通多名高管失联的传闻。



  王晓初在试图打造一个不一样的联通。“客观而言,王确有常所不及的铁腕决断和大刀阔斧”,有业内人士如此评价。


  还有业内人士称,联通依然面临资金短缺无法大踏步前进的窘境,以王晓初的手腕和风格,可能早已获得国资委支持,联通启动融资计划是大概率事件。而这些,都是常小兵在任时想做却未竟的职责。
