乘坐过黑摩的的市民孙女士说，同城叫快递最快送达也需要一天多的时间，堵车可能更慢。她有时候需要加急送件，就通过这些软件预定摩的或电动车送货。有时候快件比较贵重，她就和司机商量，加5块钱连人带物品一起送过去，“自己心里也踏实，想回来还能用这个软件继续叫摩的，享受软件的补贴。”
有摩的车主对城管队员称，用上网约软件后，收入增加了不少，很多时候也顺便送人，多赚点钱。城管队员告诉北青报记者，因为此类摩的车的送货、送人的行为均涉嫌违反《中华人民共和国道路交通安全法》和《无照经营取缔办法》的相关法律法规，摩的车主将接受相关行政处罚。

一位城管队员对北青报记者说，目前在北京，因为执法力度比较大，黑摩的叫车软件主要隐藏在“送快递”的名义之下，但在很多二三线城市，还有专门供黑摩的车主接送乘客的叫车软件。
地铁1号线四惠地铁站外，一位黑摩的车主告诉北青报记者，前几个月有一个名为“小车跑跑”的叫车软件的工作人员曾经找到他，希望他能加入该软件成为一名车主，“我害怕被人抓了，所以没有加入”。
北青报记者在苹果APP商城看到，确实有一款名为“小车跑跑”的约车软件。该软件内容介绍显示，“软件的目标是解决城市交通最后一公里的问题，用户通过小车跑跑可以获得更安全、更高效、性价比更高的交通出行服务”。
北青报记者登录该软件，选择“成为车主”后发现，该软件只供“小车”车主注册，可供选择的车型只有“三轮车”和“四轮车”两种。虽然软件规定，车主必须填写姓名并进行电话认证，但是并不会对车主的真实身份和车辆情况进行考察。北青报记者随意填写了车型、姓名两项信息后，就可以作为一名车主来接单了。
不过，北青报记者随后以乘客的名义在四惠、宋家庄、海淀黄庄等地用“小车跑跑”叫车，软件均显示“附近暂时没有小车可用，请稍后重新呼叫”。

黑摩的“技术升级”
黑摩的问题由来已久，执法部门也下了大力气整治，但是由于其在解决“最后一公里”方面的便捷性和自身活动的灵活性，导致黑摩的屡禁不绝。此前，不少地区的黑摩的都配备了电台“联动”防止执法人员查抄，如今使用了手机软件后，将对城管、交管部门的执法带来更大困难。
亚运村城管队表示，黑摩的揽客出现新花样，但市民乘坐非常危险，人身安全和物品安全都无法保障，市民应该保证自身安全，抵制黑摩的。同时，城管部门将会联合交管等相关部门加大对黑摩的执法力度。
针对快递软件被黑摩的滥用情况，北京市康达律师事务所律师韩骁表示，用户明知快递摩托车、电瓶车等不属于可载客的交通运输方式，仍然乘坐，存在过错。快递员通过手机APP超出快递寄递范畴揽客，也存在过错。如果发生安全事故，在没有第三方侵权的情况下，用户与快递员应按各自过错范围内承担过错责任。
如果用户乘坐网约黑摩的造成人身财产损害，自己要承担一部分责任，同时还可以向车主，以及未尽到监管责任的APP平台承担各自过错范围内的赔偿责任。如果网约黑摩的造成第三方人身财产损害，则快递员及未尽责的APP平台应承担损害赔偿责任。
