记者3日从北京市发展改革委获悉,北京市发展改革委联合相关部门编制了《北京市“十三五”时期重大基础设施发展规划》,近日正式对外发布。该规划突出了治理“大城市病”、打造北京城市副中心、建设以首都为核心的世界级城市群等历史使命,明确了“十三五”时期十项重大基础设施发展任务。

据介绍,“十二五”时期,北京市基础设施累计投入约9168亿元,同比增长50%,集中推进北京新机场、高速铁路、城市轨道、南水北调、污水处理、热电中心、森林公园等重大基础设施建设,实现了跨越式发展。

在区域交通网络构建方面,北京市全面启动北京新机场建设,建成京沪高铁、京石客专,高速公路总里程达到982公里。在公共交通体系发展方面,轨道交通运营里程达到554公里,公共交通出行比例由40%提高到50%。在水资源保障方面,南水北调中线全线贯通,新增10亿立方米调水能力

其中在供水方面,规划特别提出,北京将研究推动海水淡化入京等工程,统筹区域水资源配置,构建多元化供水格局。

“十三五”期间,北京还将充分发挥南水北调中线工程调水能力,研究扩能方案,利用密云水库等水源地,推动建立水资源安全储备体系,同时配合河北省南水北调廊涿干渠东延及北三县供水工程,推进与本市南水北调配套工程的连通,实现区域水资源联合调度和相互调剂。

北京市发展改革委相关负责人表示,“十二五”时期是北京市基础设施建设加快推进、承载能力不断增强、管理水平不断提高、体制机制改革持续深化的五年。“十三五”时期将推出一批叫得响、立得住、群众认可的硬招实招,为建设国际一流的和谐宜居之都奠定坚实基础。具体可梳理为十项主要任务。

——高标准建设公交都市。大力推进轨道交通建设,启动修编新一轮建设规划,运营总里程提高到900公里以上,积极推进开行市郊列车。中心城轨道交通站点750米半径覆盖率达到90%。引导自行车回归城市,形成连续成网的3200公里自行车道路。建设苹果园等8个综合交通枢纽,实施中心城长途客运站功能外迁。中心城全日绿色出行比例达到75%。

——完善道路交通网络。优化城市骨干道路网,打通“三环半”主干路系统,基本建成四环内主干路网。树立“窄马路、密路网”理念,打通微循环。加快完善城乡路网,深入挖潜、统筹配置停车资源,推进智能交通建设。

——推进区域交通一体化。构建区域“四纵四横一环”通道,打造京津保唐“1小时交通圈”,服务世界级城市群。2019年建成北京新机场,并同步建成“五纵两横”交通体系。建设互联互通高速铁路网,全面打通高速公路断头路,建成首都地区环线高速公路。

——构建多元供水格局。坚持节水优先,用水总量控制在43亿立方米以内。提升城市供水能力,新建改造中心城供水管网1000公里,推进自备井置换。研究南水北调中线扩能,加强应急水源、海水淡化等战略资源储备。涵养保护本地水源,地下水年均开采规模控制在17亿立方米以内。强化再生水循环利用,再生水利用量达到12亿立方米。

——拓展绿色生态空间。完善绿色生态格局,推进“一道绿隔城市公园环、二道绿隔郊野公园环、环首都森林湿地公园环”建设。形成绿道网络,全市公园绿地500米服务半径覆盖率达到85%。加强河湖水系生态治理,推进水系连通、水质还清,重塑北运河、潮白河生态系统。加快永定河生态治理。

——系统治理污水垃圾。实施第二个污水治理三年计划,基本消除城市建成区河道黑臭水体,中心城污水处理率达到99%,全市污水处理率达到95%。高标准建设污泥处置设施,污泥处置能力达到6400吨/日,全市污泥无害化率达到100%。构建垃圾全过程管理体系,生活垃圾处理能力达到3万吨/日,生活垃圾无害化处理率达到99.8%以上。

——发展绿色低碳能源。优化能源结构,2017年城六区和南部平原地区基本实现无煤化。2020年煤炭消费总量控制在900万吨以内,大力发展可再生能源,优质能源消费比重力争提高到90%。建设坚强可靠电网,城市供电可靠性达到99.995%以上,科学布局电动汽车充电设施。

——高标准建设重点区域基础设施。提升核心区基础设施品质。高水平建设城市副中心基础设施。构建大尺度森林湿地,推进潮白河、北运河生态廊道治理,实现水城共融,试点近零排放区。完善冬奥会及世园会基础设施,打造国际一流的生态文明示范区、可再生能源和循环经济示范区。实现区区通轨道,新城供水安全系数达到1.2以上,污水处理率提高到95%。

——提升智能化精细化水平。提升信息基础设施能力,宽带网络接入能力超过“百兆入户,千兆入楼”目标,基本实现4G移动通信网全覆盖,在全国率先开展5G建设示范。提供智能互动城市服务,大力发展“互联网+”、云计算、大数据、物联网在基础设施领域的应用。加快建设地下综合管廊体系。加快推进海绵城市建设,2020年城市建成区70%雨水就地消纳面积达到20%。

——共筑安全可靠城市。加强设施消隐改造,加强轨道交通、桥梁隧洞等老旧和病险设施及管线消隐改造。强化生命线安全保障。完善水电油气等资源应急储备和调度制度。提高灾害应对能力,完善地质灾害、地震、气象、洪涝等预警预报系统。坚持共建共管,引导全社会共守城市安全。
